Germany has secured EUR 114 million in financing for investments in the transmission network, a key hydropower plant, and energy efficiency in public buildings in Albania.
The Albanian Ministry of Infrastructure and Energy and the German government have signed three agreements for about EUR 90 million in loans and EUR 24 million in grants for public energy and infrastructure projects in Albania, according to a statement from the ministry.
The documents were signed by Deputy Minister of Infrastructure and Energy Enea Karakaçi and the German Ambassador to Albania, Karl Bergner.
The second agreement secures funding for the rehabilitation of the Vau i Dejës hydropower plant
The first agreement focuses on energy efficiency in Albania’s power transmission grid. According to the ministry, it provides for the full digitalization of the transmission system, enabling the automation of processes related to substation connectivity and grid management.

Supported by development bank KfW and the German government, the agreement builds on ongoing modernization efforts at the facility, according to the ministry.
The third agreement secures a grant to improve energy efficiency at the Qyteti Studenti campus dormitories
The third agreement secures a EUR 24 million grant from the German government, disbursed through KfW, to improve energy efficiency at the Qyteti Studenti campus dormitories.
The funds will cover building renovations to enhance living and learning conditions for students while generating energy savings across all facilities.
Deputy Minister Karakaçi expressed gratitude to Ambassador Bergner, the German government, and KfW for their ongoing cooperation on projects of public interest in Albania.
Of note, in May 2021, the two governments signed an agreement to finance a project called Green Transport in Tirana. Public urban transport is seen as one of the major causes of air pollution in the Albanian capital.
