Austria’s Verbund has secured all necessary permits and approvals for the construction of the first wind farm in Albania – Spille Wind Park. The company won the right at the country’s first auction for wind projects to install the facility.

“We have signed an agreement with the renowned company Verbund to launch construction on the Spille wind farm, a project that marks a significant milestone and opens a new chapter in the development of wind energy in Albania,” Minister of Infrastructure and Energy of Albania Enea Karakaçi said.

According to the Ministry of Infrastructure and Energy, the two sides have signed a power purchase agreement for the 72.6 MW Spille Wind Park. The deal was inked by Minister Enea Karakaçi and Dietmar Reiner, Managing Director of Verbund Green Power.

Karakaçi noted that the investor has already secured all necessary documentation and fulfilled all prerequisites.

The project site is near the Adriatic coast

With the building permit secured, the project is now ready to be built, and the construction will begin immediately, he stressed, and added that commercial operations are scheduled to start in the first quarter of 2028.

Located in the municipality of Rrogozhina, near the Adriatic coast, the park will contribute to the expansion of production capacities from renewable sources and to the creation of a new base for the further development of this technology in Albania, in the minister’s view.

Karakaçi noted that three wind projects were selected at the auction.

The Spille project is the first to have met all the prerequisites for construction, he added.

The auction was held in 2023

The winners of Albania’s first wind power auction were declared in mid-2023. They were awarded 222.5 MW in capacity, compared to the initial 100 MW on offer.

The competition allocated 15-year contracts for difference (CfDs) for power purchases from wind farms. The European Bank for Reconstruction and Development (EBRD) has participated in the preparation of the process.

Nordex could supply wind turbines

In January 2026, Verbund Green Power, a subsidiary of Austrian state-owned energy utility Verbund, entered into a multiyear framework agreement with leading wind turbine producer Nordex Group for the potential procurement of wind turbines of up to 700 MW in total capacity.

They expressed willingness to facilitate the supply and delivery of onshore wind turbines for Verbund Green Power’s projects planned in Austria, Germany, Spain, Italy, Romania and Albania.
