Sunrise Europe has obtained a building permit for the 220 MW Dubrovsko photovoltaic plant and a 400 MWh battery energy storage system.

Since July, Montenegro has issued three building permits for renewable energy plants.

In July, France-based Qair obtained a permit for a 50 MW solar power plant project in the municipality of Nikšić. In October, the Government of Montenegro also issued a building permit for the 88 MW Korita wind farm in the municipality of Bijelo Polje.

The issuing of the building permits marked a major step in the implementation of these projects.

Kotor-based Sunrise Europe plans to build the Dubrovsko PV plant in the cadastral municipalities of Dubrovsko and Duži in the municipality of Šavnik.

If construction does not begin within two years, the investor will lose the building permit

Solar panels and the battery energy storage system (BESS) will be installed on a 274.8-hectare site, along with a 33/110 kV substation. The BESS will have a capacity of 20×20 MWh, according to the building permit issued by the Ministry of Spatial Planning, Urbanism and State Property.

The investor is required to begin construction within two years. If it fails to do so, its right to build the facility under the issued building permit will expire.

The investor must complete construction of the power plant within five years of the building permit being issued, which means by 2031, according to the ministry’s decision.

Montenegro has no large solar power plants

In January 2023, Sunrise Europe received urban planning and technical requirements from the Government of Montenegro for the preparation of technical documentation for the project.

Montenegro still has no large solar power plants. The largest photovoltaic plant, and the first ground-mounted one, the 4.4 MW Čevo Solar, was installed at the end of 2023.

However, more than 9,150 solar power systems have been installed on rooftops at companies, households, and public institutions. In the wind energy sector, the country has three wind farms, with the latest one, Gvozd, commissioned in May.
