Local activist group Građanski preokret has filed a criminal complaint against Linglong International Europe Zrenjanin, the investor, and China Energy Engineering Group Tianjin Electric Power Construction, the contractor, for building without a construction permit.

Građanski preokret from Zrenjanin filed criminal charges based on the findings of the Vojvodina Secretariat for Energy, Construction, and Transport that Chinese company Linglong built several facilities for its tyre factory without a building permit.

There is a suspicion that this is a more serious form of the criminal act because the investor and the contractor did not obey an order of the construction inspector, Građanski preokret said on its website.

Of note, citizens, activists, and non-governmental organizations have been warning for several months now that there are many violations in the construction of the tyre factory, and claiming it would endanger the environment.

Građanski preokret said the first page of the secretariat’s decision that construction is illegal appeared on social media some time ago. The activist group added it confirmed the document is authentic.

The construction inspector of the Vojvodina secretariat determined that Chinese company Linglong built eight facilities within its construction site of a tyre factory in Zrenjanin without a building permit, Građanski preokret said.

Eight facilities span over 47,000 square meters.

On April 28, the construction inspector ordered the closure of part of the construction site in the Linglong factory complex in Zrenjanin. It is evident from the decision that the construction inspector issued a decision the day before, on April 27, ordering Linglong to remove everything that has been constructed illegally.
