All entities that qualified for Kosovo’s* first wind power auction have submitted bids. France-based Akuo Energy, the consortium of Notus Energy from Germany and domestic firm Stublla Energy, and a consortium led by Güri̇ş, headquartered in Turkey, are in the race for 15-year power purchase agreements and contracts for difference.
Within a competitive process started in late 2024, the Ministry of Economy of Kosovo* is about to award 50 MW to 100 MW of wind power capacity. Following a prequalification phase, it issued the call for technical proposals and financial bids last December. All three eligible entities that passed the initial threshold have just submitted the full documentation.
A commission now needs to assess the bids’ validity, after which it declares the winner. It is the company or consortium with the lowest price per megawatt-hour of produced electricity. The upper limit in the first wind power tender is EUR 80.2 per MWh, according to previous updates.
Notably, just last week, wind power plant Zatric, also known as Zatriq or Zatrić, entered regular operation. It has 70 MW in effective capacity.
Kosovo* hosts another three wind power facilities: Selac, also known as Bajgora (104.1 MW), Kitka (32.4 MW) and Golesh (1.35 MW).
Participants in first auction are active in wind power development

Notus has built the Selac wind park, also known as Bajgora, as the contractor and a minority partner in the project, controlled by Enlight Renewable Energy.
Several years ago, Akuo Energy was developing a project called Akuo-Energy Med Cicavica (Çiçavica), for 116 MW. The company is active across Southeastern Europe.
Güriş operates the Kitka wind farm in Kamenica.
Another tender ahead
The initial documentation showed that Kosovo* intended to support 150 MW in total in two rounds of auctions.
The wind projects would be run by special purpose vehicles (SPVs), firms where the government would have a share of up to 49%. The ministry was planning to use funds from the International Monetary Fund’s Resilience and Sustainability Facility (RSF) in the development of the 150 MW.
Funded by Germany, International Finance Corp. – IFC, which is part of World Bank Group, has provided support for organizing the first wind power auction, alongside the now defunct United States Agency for International Development (USAID), Luxembourg Development Cooperation Agency – LuxDev, and the European Bank for Reconstruction and Development (EBRD).
The first solar power auction was held in 2024.
