Romania’s third-largest city is about to build a photovoltaic system on the location of a dormant coal power plant, using government subsidies. According to Iași Municipality, the next step would be the installation of a green hydrogen production unit.

The tender for a contractor for the municipal solar power plant in Iași drew great interest. The city of 272,000 inhabitants is evaluating applications within its call worth RON 40.3 million (EUR 7.9 million) excluding value-added tax. The Ministry of Energy of Romania has subsidized it via the European Union’s Modernisation Fund. The contract was signed more than a year ago.

The country’s third-largest city intends to install 14,000 monocrystalline solar panels of at least 700 W each. It translates to 9.8 MW in peak capacity. The site is at the dormant CET 2 Holboca coal power plant and the works include accompanying equipment and infrastructure. The existing facility is also called Iași-2.

It is the first phase of the transformation of the complex. Iași Municipality has designated forty hectares for photovoltaics, on the location of 52 hectares overall.

The PV unit’s initially projected annual output was 9.8 GWh, versus over 11 GWh from a technical study, Romanian media reported.

An electrolysis unit of 10 MW for the production of hydrogen is planned as well, the local authority announced earlier. It would be mixed into the natural gas network at a 15% to 20% share, resulting in a price reduction of between 8% and 10%.

Six consortia have submitted documentation, with 17 firms participating altogether. They include Simtel Team, a rapidly expanding company in the sector. It is the leader in pair with construction company Conest, which is the only one based in Iași. Notably, Polytrade Global, headquartered in Ilfov, is in the race together with Elnos from neighboring Serbia.

According to the terms of the tender, the contract will be awarded by February. The selected consortium would have nine months to complete the job.
