The Federation of Bosnia and Herzegovina (FBiH), one of the two entities of Bosnia and Herzegovina, has signed an agreement to use a registry for the issuance, transfer, and cancellation of guarantees of origin (GOs) for electricity, taking a key step toward establishing a modern, reliable GO system.
The agreement was signed by FBiH’s Operator for Renewable Energy Sources and Efficient Cogeneration (Operator za OIEiEK) and European Energy Exchange AG (EEX).
Operator za OIEiEK said the next steps would involve activities needed to prepare the registry for use and create the conditions for its full operational implementation.
The public will be informed in due time about the launch of the new system, as well as the procedures and obligations relevant to its future users, the operator said following the signing at its headquarters in Mostar.
FBiH will now begin preparations for using the registry and issuing guarantees of origin
Guarantees of origin are certificates verifying that electricity has been generated from renewable energy sources.
In 2022, the Energy Community appointed Grexel, part of EEX Group, to establish an electronic system for guarantees of origin in Albania, Bosnia and Herzegovina, Georgia, Kosovo*, North Macedonia, Moldova, Montenegro, and Ukraine.
GOs are currently issued in Serbia, North Macedonia, Albania, Montenegro, Georgia, and the Republic of Srpska, the other entity of Bosnia and Herzegovina.
The total traded volume of EEX GO Futures has exceeded 100 TWh
EEX recently announced that the total traded volume of its GO Futures had exceeded 100 TWh since launch. Since the beginning of 2026, more than 60 TWh has been traded, far surpassing the full-year 2025 volume of 36 TWh, EEX said in a LinkedIn post.
FBiH signed the agreement after 12 years of preparations
In FBiH, the establishment of the electronic GO registry will provide greater transparency, traceability, and data reliability, according to the statement from Operator za OIEiEK.
Goran Valka, the operator’s CEO, described the signing of the agreement as a crucial step towards establishing a GO system, which the operator has been preparing for since its inception in 2014.
Valka added that establishing the system would bring FBiH closer to the European energy market. Amid decarbonization and the implementation of the European Union’s Carbon Border Adjustment Mechanism (CBAM), proving the origin of electricity is becoming increasingly relevant for maintaining competitiveness and protecting the domestic economy, according to him.
