German development cooperation project Promotion of Renewable Energy and Energy Efficiency in Serbia, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by German Development Cooperation (GIZ), provides technical support to the Ministry of Mining and Energy in enhancing decentralized energy production and supporting energy efficiency measures, with the main objective to improve regulatory, technical and financial foundation for the energy transition in buildings.

The objective of this tendered assignment is the development of medium- and low-voltage (MV and LV) distribution network models using Siemens’s PSS Sincal software package version 20.5 or newer. This shall be achieved through the automated import of spatial and technical data available in the Geographic Information System (GIS) managed by the distribution system operator (DSO) and further amendments of the models with technical electrical data not available in GIS, to enable the performance of energy calculations for connecting DERs.

To this end, the project seeks to engage an experienced service provider to conduct the creation of geographical models, perform energy calculations and implement training for the DSO’s employees.

The tenderer must provide proof of possessing the license for PSS Sincal software package version 20.5 or newer, as this is the same software used by the DSO.

Companies and organizations registered in Serbia are invited to provide:

  • Name, address, email address and number in commercial register;
  • Profile including annual turnover for the past three years, average number of employees for the past three years, and any experience in the region;
  • List of project references (portfolio) in the field of power system analysis.

Responses are submitted by 15:00 on October 24, in an envelope marked ‘Development of power distribution network model within ‘PSS Sincal’ for subsequent network calculations – GIS import – 83475068 do not open until 25.10.2024′.

Based on the outcome of the announcement, GIZ will invite all qualified organizations to submit an offer via email. Notably, all correspondence with GIZ must be in English.
