The power utility of the Republic of Srpska, one of the two entities of Bosnia and Herzegovina, has launched a tender to build the 60 MW Hrgud wind farm, with bidders also expected to arrange financing. The Hrgud project has been in preparation for more than a decade. It was halted in 2023 when Germany decided not to finance it, but the state-owned Elektroprivreda Republike Srpske (ERS) reactivated it at the end of last year.

The total investment in Hrgud is estimated at BAM 187 million (around EUR 95.7 million), including the construction of the wind farm and associated infrastructure.

The plan envisages 10 wind turbines with a total installed capacity of 60 MW, with annual electricity generation estimated at around 160 GWh. The original plan was to install 16 turbines with a total capacity of 48 MW.

The site is located on the Hrgud plateau in the municipality of Berkovići in southern Bosnia and Herzegovina, in the Republic of Srpska. It is around 50 kilometers northwest of Trebinje and 30 kilometers southeast of Mostar.

The German government withdrew its financing for Hrgud in 2023

In 2023, the German government suspended financing for the wind farm and three other projects in the Republic of Srpska for political reasons. ERS then announced that it would continue developing Hrgud on its own and seek new partners. The company later said that Chinese companies had also expressed interest.

In December 2025, it was announced that the Hrgud wind farm project was being reactivated.

According to media reports in Bosnia and Herzegovina, the tender covers the design, construction, supply, installation, testing, and commissioning, as well as the construction of infrastructure required for the wind farm’s operation, such as a transmission line, substation, and access roads.

The financing percentage and terms will also be taken into account when evaluating bids

Since the project will be implemented under the EPC+F model – which includes financing alongside engineering, procurement, and construction – the financing percentage and terms offered by bidders will also be evaluated, according to media reports.

The wind farm’s projected capacity factor and the proposed project completion timeline will also be taken into account.

The bid submission deadline is October 12, 2026, while the tender documents can be obtained until October 1.
