Montenegro clears environmental impact study for 118.8 MW Bijela wind farm

The Environmental Protection Agency of Montenegro has approved the environmental impact assessment study for the construction of the Bijela wind farm, including a 110 kV transmission line. The project’s planned capacity is 118.8 MW, and the investor is Alcazar Energy Partners.

The Bijela wind project is located near the town of Šavnik in northern Montenegro, with 17 wind turbines planned to be installed on hilly terrain across a mountain plateau.

The approved study defines protection measures for all environmental impacts that may occur during the construction and operation of the wind farm and the transmission line, including on air quality, soil, and biodiversity, as well as noise and visual impacts.

In January 2025, Alcazar Energy signed a memorandum of understanding with Montenegro’s state power utility, Elektroprivreda Crne Gore (EPCG), initiating negotiations on a power purchase agreement (PPA) for electricity that would be produced at Bijela.

A grid connection agreement with the Montenegrin transmission system operator, CGES, was signed in September 2024. A year earlier, Alcazar Energy took over the Bijela project. The investment in the wind farm was valued at USD 200 million.

In October 2025, Alcazar Energy announced it would increase its investment in Montenegro from USD 200 million to USD 500 million. The plan was unveiled at the EU-Montenegro Investment Conference by the company’s Co-Founder and Managing Partner, Daniel Calderon.

In North Macedonia, Alcazar Energy is building the largest wind farm in the Western Balkans, with a capacity of 400 MW, in a USD 500 million investment.

In addition to Montenegro and North Macedonia, the company is also active in Serbia, where it is developing the 200 MW Celzijus 1 wind farm east of the capital, Belgrade.
