EBRD calls for consultant on waste management law in Turkey

The European Bank for Reconstruction and Development (EBRD) has issued an invitation for the engagement of a consultancy firm to help Turkey develop and streamline its laws on waste. The EBRD said the consultancy firm should develop End-of-Waste (EoW) criteria and streamline the secondary raw material concept in Turkish waste legislation.

Interested consultancy firms have to submit their offers by June 15, 2017.

The selected consultancy firm has to review and clarify the definition of waste, production residue, by-product and alternative raw material in Turkish legislation and provide an analysis of and define criteria for the concept of end-of-waste, assess waste streams in terms of economic and technical viability of EoW candidate materials such as scrap metal, plastics, paper, glass cullet and biodegradable waste including food and agricultural waste.

The consultants also have to set the benchmarks for administrative procedures following a review of successful EoW solutions in the European Union, provide advice to the Turkish Ministry of the Environment and Urbanisation and propose options to place potential candidate materials on the Turkish market.

The selected consultancy firm is to start work on the project in June this year and complete it within seven months at an estimated cost of up to EUR 74,950.

The selected consultancy has to be a firm or group of firms with experience in waste management, especially industrial waste and municipal waste management, with knowledge of EU waste legislation.

The consultancy team has to have a project manager, waste expert and waste policy experts as well as local waste management experts who are familiar with conditions in Turkey and with local laws, according to the Bank’s call.

The EBRD is inviting offers for a consultancy as part of the Near Zero Waste (NØW) Program and its sub-project Türkiye Materials Marketplace aimed at starting a transformation in waste management in Turkey and bringing its laws on waste in line with EU legislation.
