The Environmental Protection and Energy Efficiency Fund (FZOEU) will allocate EUR 38 million in subsidies to households for installing heat pumps, solar panels, and batteries.
The public call is intended to co-finance heating, cooling, and hot water systems using heat pumps, as well as the installation of rooftop photovoltaic plants for self-consumption and accompanying battery energy storage systems (BESS).
This marks the first time Croatia is granting subsidies for household battery installations. Two previous public calls offered support for BESS deployment for businesses.
Citizens can receive up to 50–70% of eligible costs
In all three calls, the subsidies are intended for battery systems used by households and businesses operating as prosumers.
Under FZOEU’s latest call, eligible applicants are natural persons – citizens who own or co-own single-family homes with registered residency at the property address for at least 30 days at the time of submitting the application.
The fund expects this round of subsidies to result in the deployment of 6,500 renewable energy systems.
Citizens can receive up to 50% of eligible costs, with the subsidy cap rising to 70% for those at risk of energy poverty. The maximum eligible cost threshold is EUR 12,500 for heat pumps, EUR 12,000 for solar power plants, and EUR 11,200 for BESS.
Croatia still lacks large-scale battery storage systems
Subsidies apply only to investments made after the launch of the public call, which was announced on September 2. The call will remain open until the end of the calendar year or until available funds are fully allocated, whichever comes first, according to the call.
Applications must be submitted exclusively online via the eFZOEU information system, accessible through the fondovi.gov.hr website.
Regarding large-scale battery systems, Croatia currently has none installed. This is expected to change soon, once the legislative framework for their deployment is finalized.
In terms of pioneering developments in the region, Slovenia also recently approved its first subsidy program dedicated to standalone BESS installations.
