The board of Bulgarian Stock Exchange replaced Independent Bulgarian Energy Exchange’s Chief Executive Officer Konstantin Konstantinov with Dian Boev for a six-month term.

A surprising reshuffle occurred at the Independent Bulgarian Energy Exchange (IBEX). The board of the sole owner, Bulgarian Stock Exchange (BSE), named lawyer Dian Boev as the replacement of CEO of Independent Bulgarian Energy Exchange Konstantin Konstantinov, who led the electricity bourse since its inception in 2014.

The exchange operator conducted the appointment without regular procedure, so the new chief will have a term of six months. The law stipulates it as the period for a public enterprise to select another member of the board in such cases, Capital.bg reported.

IBEX is the only marketplace in the country for transactions in the electricity domain. It consists of three segments: intraday, day-ahead and bilateral contracts. The exchange intends to expand its product portfolio with guarantees of origin.

Dian Boev is 34 years old and a lawyer by education

In the first half of 2024, IBEX achieved EUR 4.44 million in net earnings. The electricity bourse is a member of Europex – the Association of European Energy Exchanges.

The new interim head is 34 years old and a lawyer by education, with a master’s degree in European and international economic law from the University of Vienna. He studied at the Paisii Hilendarski University of Plovdiv before that. From 2016 to 2022, according to his LinkedIn profile, Boev worked at the district court in Haskovo.

For the last two and a half years he has been an associate in law firm CMS Sofia, focusing on energy. He has experience in the fields of electricity, renewable energy, natural gas, regulatory issues at the European and local levels and litigation in energy cases, the article reads.

According to the public registry, Konstantinov was dismissed on February 6 upon his own request, Mediapool reported. IBEX thanked him for developing the three main segments and the electricity market in Bulgaria, without further details.
