The Energy Community Secretariat has launched a public consultation on eight projects under consideration for the next list of Projects of Energy Community Interest (PECI).

Under Regulation (EU) 2022/869 (revised TEN-E), a PECI list must be adopted every two years, with the next list scheduled for December 2026.

By the nomination deadline on January 19, 2026, 27 projects were submitted – 16 for electricity and 11 for gas – of which eight electricity projects were found eligible and proceeded to further assessment.

The eight electricity projects have been screened and are open to public consultation, according to the Energy Community Secretariat.

Of the eight projects, seven are for the transmission network

The consultation is open from March 16 to April 17, and stakeholders are invited to submit comments by email.

The projects under consideration have been identified for their potential to deliver clear cross-border benefits, helping the region address infrastructure bottlenecks and adapt its grids to rising renewable energy demand, the secretariat explained.

The following projects are now open for public consultation.

400 kV interconnection Gacko (BiH) – Brezna (Montenegro)

The project is for a new 400 kV power line between the Gacko substation in BiH and the Brezna substation in Montenegro.

It will help integrate new renewable energy in two countries, reduce congestion in the regional grid, and improve market integration and security of supply.

Trans-Balkan Corridor – double 400 kV OHL Pljevlja (Montenegro) – Bajina Bašta (Serbia) – Višegrad (BiH)

This project is for a double 400 kV transmission line to complete the Trans-Balkan electricity corridor. It will increase cross-border transmission capacity, facilitate larger electricity exchanges with Italy, and support the integration of renewable energy across the regional power system.

400 kV interconnection Brezna (Montenegro) – Sarajevo 20 (BiH)

The proposal is for a 400 kV electricity interconnection including the construction of a new 400/220 kV Piva’s Mountain substation. It will strengthen cross-border transmission capacity, reduce congestion and losses, support renewable energy integration, and improve security of supply and electricity market integration between the two contracting parties.

Rehabilitation of the 220 kV interconnection Trebinje (BiH) – Perućica – Podgorica (Montenegro) – Vau Dejës (Albania)

This project is for the rehabilitation of the existing 220 kV transmission line by replacing aging conductors and equipment to increase transmission capacity.

The upgrade will relieve congestion between the three countries, enable greater integration of renewable energy, and improve cross-border electricity exchange and security of supply in the region.

400 kV interconnection corridor East–West (Kosovo* – North Macedonia)

This project is for a new 400 kV power line between the Prizren substation in Kosovo* and a new substation in Tetovo, North Macedonia, as part of the East–West interconnection corridor.

It will strengthen regional grid connectivity with Albania, increase cross-border electricity exchange in the Western Balkans, and support renewable energy integration while improving security and flexibility of supply.

Moglice extension pumped-storage hydropower plant (Albania)

This project is for the construction of a large pumped-storage hydropower facility in Albania by adding an upper reservoir to the existing Moglice reservoir under the Devoll Hydropower Project.

With up to 1,620 MW of installed capacity and around 30 GWh of storage, it will provide critical system flexibility and balancing capacity, supporting renewable energy integration and strengthening electricity security across the Western Balkans and neighbouring EU markets.

Reconfiguration of the 400 kV Grid and new Albania–Kosovo* Interconnection

This project will expand the 400 kV transmission network with new substations, upgraded grid infrastructure, and a new 400 kV interconnection between Fierza and the Prizren area.

It will relieve congestion on the existing 220 kV line, enable the integration of more than 1 GW of planned wind capacity in northeastern Albania, and strengthen regional electricity exchange, market integration, and security of supply.

330 kV Interconnection Balti (Moldova) – Dnestrovsk HPP-2 (Ukraine)

This project will strengthen the electricity interconnection between the two countries through a new 330 kV transmission line linking Balti and the Dnestrovsk hydropower plant.

It will increase cross-border transfer capacity, support electricity market development, improve security of supply, and enable greater integration of renewable energy in the region.

* This designation is without prejudice to positions on status and is in line with UNSCR 1244/99 and the ICJ Opinion on the Kosovo declaration of independence.
