Fluor Corp. has sold its remaining shares in US-based NuScale, the developer of small modular reactor (SMR) technology that Romania plans to use for its 462 MW Doicești nuclear power plant project. Fluor, an engineering and construction company based in Texas, previously held a majority stake in NuScale, but began gradually exiting it last fall.
Fluor cashed in USD 473 million from the sale of its remaining 40 million shares in NuScale. Since September 2025, it has earned a total of USD 2.43 billion from open market sales of NuScale shares, compared with USD 570 million it invested in the company, according to reports.
In February, Fluor’s stake was about 37%, while other NuScale shareholders, with much smaller stakes, included Goldman Sachs, Vanguard Group, and BlackRock.

The Doicești nuclear project, planned at the site of a former coal power plant, envisages six SMRs. However, Romania has decided to buy one NuScale reactor initially, with the remaining five to be ordered if the first proves to operate properly.
Romania is the only client for NuScale SMR technology so far, according to Profit.ro.
With this project, Romania is set to become the first in the European Union to deploy SMR technology. The firm developing the project is RoPower Nuclear, an equally-owned joint venture between Nuclearelectrica and Nova Power & Gas (NPG), part of the Cluj-based E-Infra Group.
Although government-controlled power utility Nuclearelectrica approved the final investment decision for the SMR project in February, Prime Minister Ilie Bolojan later said he did not expect it to be completed any time soon, given its high estimated cost and complexity.
Fluor is involved in the project to build two new units at Romania’s Cernavodă nuclear power plant
Bolojan noted that the Doicești project could cost between USD 6 billion and USD 7 billion, adding that he believed the ongoing modernization and expansion of the Cernavodă nuclear power plant was more feasible.
Fluor is also part of a consortium that was hired to build units 3 and 4 at the Cernavodă nuclear power plant.
