State-owned power utility Elektroprivreda BiH (EPBiH) launched a tender for a flue gas desulphurization project for unit 6 of its coal-fired thermal power plant Tuzla. The deadline is November 15.

Elektroprivreda Bosne i Hercegovine or EPBiH published a call for bids for a flue gas desulphurization project for unit 6 of its thermal power plant Tuzla, including project design. The deadline for submitting applications is November 15. The investment is estimated at EUR 32.2 million.

The utility, controlled by the Government of the Federation of Bosnia and Herzegovina, said it intends to pick the lowest offer. Interested parties can obtain the documentation with project details by November 8, according to the call published on the public procurement portal of Bosnia and Herzegovina.

The procurement will be carried out through a negotiated procedure.

First tender failed

The last tender for unit 6 was unsuccessful. The Tuzla City Council sent a request to the Federation of BiH and EPBiH late last year to build a desulphurization plant in TPP Tuzla to reduce pollution and the levels of SO2 emissions in the area. The first tender for desulphurization in the coal-fired power plant expired in January.

The future desulphurization plant should be designed for a minimum working period of 20 years.

Unit 6 in TPP Tuzla has a capacity of 215 MW. Its annual electricity output amounts to 1.1 TWh.

The total installed power of TPP Tuzla is 715 MW and its average annual production is about 3.1 TWh. It consumes about 3.3 million tons of coal per year.

TPP Tuzla has relatively high SO2 emissions, about 50,000 tons per year, as noted in the environmental impact assessment for the plant construction project. Block 6 in TPP Tuzla, which uses brown coal, has the largest share, about 45%.

The contribution of TPP Tuzla to total electricity production in Bosnia and Herzegovina is about 15%. The entity government officially abandoned the construction of unit 7 in TPP Tuzla in July. The other entity in BiH is the Republic of Srpska.

The population living aroung TPP Tuzla suffers from respiratory diseases and cancer above the average in BiH. Life expectancy in the city is 3.2 years lower than the average in BiH, according to the local Center for Ecology and Energy.
