Elektroprivreda Republike Srpske seeks consultant for Hrgud wind park

Power utility Elektroprivreda Republike Srpske (ERS) is looking for a consultant to assist in developing a 48 MW wind park Hrgud.

The total costs of the first wind farm in Republika Srpska are estimated at EUR 65 million. Up to 60 million EUR would be provided by KfW as a loan to ERS. The wind farm is still in the preparation phase.

“The consultant shall support ERS in the successful preparation of the WF Hrgud project. The duties shall comprise but are not limited to assistance in the following areas: preparation of an Environmental and Social Scoping Statement (ESSS-report) and of an Environmental and Social Impact Assessment (ESIA-report), development of an Environmental and Social Management Plan (ESMP), of a Stakeholder Engagement Plan (SEP), of a Land Acquisition Plan/Livelihood Restoration Plan (LAP/ LRP) and if applicable a Resettlement Action Plan (RAP). Advisor will also support ERS during consultation with local population”, the tendering documentation reads.

All tenders must be submitted until March 30.

The Federal Government of Germany provides a grant of EUR 200.000 as co-financing for the ESIA including optional services.

ERS is a state-owned power company organized as holding in Republika Srpska, one of two BiH’s entities. The company is interested in expanding its generation capacity by implementation of wind farms.

With the adoption of the National Renewable Energy Action Plan (NREAP), BiH has increased its compliance with the requirements of Directive 2009/28/EC. The country generates 60 percent of its electricity from coal-fired power plants and the rest from hydropower plants. It is foreseen that the binding renewable energy target will be exceeded, reaching 43% in 2020.

Hrgud wind farm will have 16 wind turbines with a capacity of 3 MW each, 48 MW total. It will produce 126 GWh of electricity per year.

In September 2015 Ministry of industry, energy and mining of the Republic of Srpska, and ERS signed a concession agreement for the construction and operation of wind plant Hrgud in Berkovići municipality.
