The Energy Community Secretariat published a call for expression of interest aimed at establishing a roster of junior, mid-level and senior experts for assistance including grant contracts concluded with the European Commission and other donors. The list is valid for up to four years and applications may be submitted until three months before the expiration date.

Natural persons and legal entities may apply for one or several fields of expertise. The Energy Community Secretariat, based in Vienna, has been awarded grants by the European Union to support and monitor the implementation of strategies in the amount of EUR 8 million. It currently implements the EU4Energy Programme’s component 3 – Legislative and Regulatory Environment and Key Energy Infrastructure, and Connecta’s component 2 – Regional Energy Market.

Consultancy services which may be applied for include project management and promotion, management and strategy consulting, advising institutions, renewable energy and climate change. The section of potential legal services encompasses European law, tax, procurement, competition, environment, dispute resolution and other areas. Experts can also be hired for training communication and other services.

Applicants who express interest as natural persons can be of any nationality, while for services financed through EU grant contracts the condition is that legal entities are established in a member state or in an eligible country in relation to the applicable instrument. There are no restrictions for the Energy Community contracting parties, observers and candidate countries.
