Sokolac seeking partner in district heating PPP

A call for the implementation of renewal, expansion, operation, maintenance and delivery of heat was placed by the Municipality of Sokolac in East Sarajevo. The European Bank for Reconstruction and Development, which published the notice, financed the documentation for the pilot project within the Regional Energy Efficiency Programme (REEP), approved under the Western Balkans Investment Framework (WBIF).

The public–private partnership is supported by the Government of the Republic of Srpska, one of two entities comprising Bosnia and Herzegovina. The selected company will design, renew, construct and maintain a biomass cogeneration plant and municipal district heating network. The feasibility study predicts the installation of a combined heat and power system with organic rankin cycle technology. The electricity production capacity should be 1 MW and projected heat capacity is 4.1 MW. The closing date is July 8.

The reconstruction segment is for a network with a primary and secondary circle – separate hot water pipeline and warm water pipeline. At the same time, it would be expanded into the entire urban area and some suburban areas. Total heated surface after expansion would be 131,592 square metres, and total heating needs of consumers are 27.48 GWh annually for the reference number of days. The preliminary design provides for installation of 28 heat substations with total capacity of 15.69 MW.

The financial analysis sees capital investments of BAM 15.2 million (EUR 7.76 million) during four years. Net present value is EUR 2.19 milion for the reference period of 15 years, and the agreement will include another two years for implementation. The 17-year period can be extended for five more years, the document adds.
