An open procedure with the deadline on May 27 was initiated by the Municipality of Pirot for the replacement of existing heating oil–fuelled boilers with ones running on biomass, and delivery, as per contract, of heating energy in one secondary and three primary schools. The procurement is conducted with selection according to lowest offered price.

The estimated value of the public–private partnership contract is RSD 338.6 million (EUR 2.76 million) excluding value-added tax, according to project documentation. The obligation will be set at 15 years with forecasted annual consumption of 1.5 GWh. The selected company must finance the construction of the biomass storage facility. The buildings have 16,500 square metres in heated space in total.
