The City of Pirot has announced a public call for the selection of a private partner in the private-public partnership (PPP) for the reconstruction and maintenance of the local public lighting system.

The subject of the public procurement is the selection of a private partner and the award of a PPP contract without the elements of a concession to the most suitable bidder, which will implement energy-saving measures in the public lighting system in the city of Pirot, the tendering documentation reads (Invitation to bid).

The aim of the PPP is to save energy, reduce CO2 emissions and reduce maintenance costs

The objective of the public procurement is to save energy, as well as to reduce CO2 emissions and the cost of maintaining the public lighting system.

The deadline for the submission of bids is 60 days from the date of publication of the public call in the Official Gazette of the Republic of Serbia.

The private partner must implement energy-saving measures that will provide financial savings in the part of the public lighting system in accordance with the offer and the type of the contract.

The provider will be in charge of the reconstruction, financing, and maintenance of a part of the public lighting system, and will also bear the risk of achieving financial savings while using the reconstructed part of the system.

On the other hand, the contracting authority, as the public partner, undertakes the obligation to cooperate with the best bidder during the implementation of the contract with the aim of minimizing all of its costs during the contract period. The public partner will also have the obligation to pay the best bidder a fee from the accomplished guaranteed financial savings for the availability of the reconstructed part of the public lighting system and a fee for the maintenance of the reconstructed part of the system.
