The European Commission has launched a tendering procedure for a study aimed at extending the EU’s modelling capacities to the contracting parties for calculating 2030 energy and climate targets (energy efficiency, renewable energy, and greenhouse gas emissions).
The call will remain open until May 20.
The study will develop a data gathering and modelling capacity to cover the Energy Community and its nine contracting parties in a comparable way and in line with the modelling capacity developed for the European Union in order to assess the 2030 energy and climate targets, the call reveals.
The European Commission has announced in December that it has secured the necessary funding to extend the modelling capacities of the EU to the contracting parties. At the same time, it said the targets for 2030 in the Energy Community contracting parties should be adopted by mid-2021.
One study on the targets for 2030 already finished
According to the call a consultant was earlier picked to prepare a technical study to identify, if possible, a methodology for setting three energy and climate targets.

The study was carried out in 2018 and 2019. TU Wien explored and identified different methodologies for setting the targets on the basis of the criteria identified in the 2018 General Policy Guidelines and of the data and energy system scenarios already available.
However, a major limitation faced by the study was the lack of consistency among the three dimensions, which is a prerequisite for robust and credible target setting.
The main purpose of the new study is to get more robust and harmonized scenarios and methodologies
The commission concluded that with additional technical assistance, more robust and harmonized scenarios and methodologies which would be the basis for discussing and identifying targets for all CPs could be achieved. It is, in fact, the main purpose of the foreseen new study, the call reads.
