The City of Belgrade has announced a public call for the development of the city’s energy efficiency program for the period 2021-2023 and energy efficiency plan for 2021.

The application deadline is November 25, and the criterion for the award of the contract is the lowest bid, according to the public call for the energy efficiency program and plan.

The program is primarily dedicated to the selection and definition of optimal measures for achieving the set energy-saving target

Under Article 10 of the energy efficiency law, local governments are obligated by the energy management system regulation to adopt an energy efficiency program, in accordance with a strategy and an action plan.

The program is primarily dedicated to the selection and definition of optimal measures for achieving the set energy-saving target, as well as to financing models and the implementation of measures.

Having in mind that the National Action Plan for Energy Efficiency of the Republic of Serbia (NAPEE) and the Program should be harmonized, the methodology for calculating energy savings in the Program should be identical to the methodology used in the design of the NAPEE, and in line with the methodology for calculating energy savings developed in accordance with the recommendations of the European Commission and the recommendations of the EMEEES project, the public call reads.

Also, the energy savings target defined by the Program must be aligned with the target defined in the NAPEE, as well as with the goal defined in the decree on limit values ​​of annual energy consumption.

The Program should include public facilities, facilities used by public services, public utilities founded by the City, as well as other facilities for which the City directly or indirectly pays the costs of energy, maintenance, and utility services provided by public utilities founded by the City.

The Energy Efficiency Plan elaborates in more detail the measures and activities of the Energy Efficiency Program.
