The European Bank for Reconstruction and Development (EBRD) has signed a Memorandum of Understanding (MoU) with Kosovo* envisaging a EUR 100 million cooperation to boost its urban renewal, with a focus on updating waste, heating, and transport services.
Kosovo* will work with the EBRD to upgrade its municipal and environmental infrastructure and move towards engagement in the EBRD’s Green Cities Framework.
Under the MoU, up to EUR 50 million is reserved to finance the construction of new wastewater treatment plants in the cities of Gnjilane and Kosovska Mitrovica, the EBRD said.
The MoU prioritizes cooperation in areas such as water and wastewater services, solid waste management, district heating, urban transport, including road infrastructure, fleet renewal, and street lighting. Other areas of focus include energy efficiency improvements for public buildings such as schools, hospitals, and administrative buildings, and support in the development and implementation of Green City Action Plans.
The finance ministry will identify investment projects in the municipal and environmental infrastructure sector and put them forward for EBRD financing.
EBRD cumulative investments in Kosovo* stand at around EUR 322 million with over 57 projects.
* This designation is without prejudice to positions on status and is in line with UNSCR 1244/99 and the ICJ Opinion on the Kosovo declaration of independence.
