EBRD calls for consultant to help raise awareness about sustainable electricity use in Western Balkans

The European Bank for Reconstruction and Development (EBRD) has issued an invitation for the engagement of a consultancy firm to help increase civil society capacity and public awareness about benefits of sustainable electricity, energy consumption practices and improvements of electricity system in Western Balkans countries.

The deadline for submission of expressions of interest is August 4, 2017 at 14.00 (GMT), according to EBRD’s call.

According to the Terms of References, the overall objective of the assignment is to increase the awareness of the public about the benefits and functioning of smart metering technology and to promote sustainable energy practices.

The assignment aims to transfer skills (technical knowledge, communication, outreach and policy advocacy skills) to the civil society sector to enable CSOs to effectively reach out to target citizen groups in order to raise awareness, to promote changes of behavior in terms of rational electricity consumption, and to conduct advocacy for more effective development and implementation of relevant legislation.

The selected consultancy has to be a firm or group of firms with proven track record in outreach and communications, training provision and capacity building for CSOs; specialized expertise on sustainable energy and energy efficiency, in particular extensive knowledge of relevant smart metering technology and electricity markets; and expertise in the Western Balkans region with local knowledge.

The consultancy team has to have a senior program manager with in-depth knowledge of smart metering technology and electricity markets, smart metering technology and electricity market specialist, communications/advocacy and outreach expert, and a pool of local experts.

The assignment is expected to start in September 2017 and has an estimated overall duration of 36 months. The costs are estimated at EUR 247,900 exclusive of VAT but it may be extended beyond the current scope.

The assignment will consist of two phases. The Phase 1 refers to the Elektrokrajina Power Distribution Project in Bosnia and Herzegovina. This project foresees the reconstruction of medium and low-voltage networks, the reconstruction of substations, and the introduction of smart metering technology in Banja Luka, Prijedor and Gradiška region. Fot this project, the loan agreement between EBRD and Elektrokrajina, worth 15 million euros, was signed in March 2017.

The Phase 2 refers to other relevant investment projects to be identified in the three selected Western Balkans.

The assignment will be conducted in coordination with and be complementary to the stakeholder engagement efforts required by the Environmental and Social Action Plan (ESAP) for the projects.
