The Government of the Federation of Bosnia and Herzegovina adopted the strategy for the renovation of buildings in the Federation of Bosnia and Herzegovina for the period until 2050. Energy renovation reduces energy needs and brings savings in private and public budgets, while boosting construction activities and comfort.

The long-term strategy for the renovation of buildings in the Federation of BiH for the period until 2050 was adopted upon the proposal of the Federal Ministry of Spatial Planning. The next step is adoption by the Parliament of the Federation of BiH, the government said.

The strategic goal of the Federation of BiH, one of the two entities making up BiH, is the transformation of the existing buildings into an energy-efficient and decarbonized building stock by 2050. The other entity is the Republic of Srpska.

The strategy aims to reduce final energy consumption in buildings from 1,728,500 tons of oil equivalent, measured in 2020, to 1,257,300 tons by 2050, as well as to reduce CO2 emissions from 7,937,000 tons of CO2 equivalent to 2,075,000 tons, according to the document.

There are scenarios for the energy renovation of 0.8% of the usable heated area of the buildings, 1% and 1.5%.

The estimated energy savings range from 1,893 GWh, for the 0.8% share, to 3,532 GWh.

Energy renovation of buildings brings multiple benefits

Energy renovation of residential and non-residential buildings results in lower energy consumption, which creates savings in public and private budgets and reduces CO2 emissions.

Intensive renovation contributes to increased employment in the construction sector, value and lifespan of renovated buildings, comfort and indoor air quality, according to the entity government.

The legal basis for the strategy are the European Union’s directives on energy efficiency and energy performance of buildings. Their implementation is mandatory in line with the Energy Community Treaty, the action plan for energy efficiency in FBiH and the decision on the development of the strategy.

The document is based on the projections of the energy sector development from the National Energy and Climate Plan (NECP) of BiH. The strategy facilitates the implementation of the energy efficiency component in NECP, the government noted.
