Expertise France called on specialists in the energy sector with knowledge of the Albanian context and experience of at least five years to apply by April 17 and join the agency’s technical assistance program in the Balkan country.

The French public agency for international technical assistance is looking for professionals in the energy field who have a deep knowledge of Albania – its institutional framework and its main stakeholders. According to the advertisement published by Expertise France, the positions are for specific on-call consultancy services.

The experts will participate in the country’s energy sector reform backed by a budget support loan provided by the AFD (Agence Française de Développement) and accompanied by Expertise France’s technical assistance program. The deadline is April 17.

The applicants need to have specific knowledge of the Albanian context and experience in, inter alia, the European Union’s energy sector reform and policies and market monitoring from previous projects in the EU. The required professionals have implemented EU regulations 543/2013 and 1227/2011, the agency said.

Expertise France’s consultants must be skilled in enforcement, investigation and supervisory functions, in the provision of policy advice or policy making in the area of energy in EU bodies or other parties of the Energy Community Treaty and in political communication, agenda setting, speech writing, and the elaboration of communication strategies in business or public sector, the job ad reveals. Finally, the competences include the review and design of social support schemes.

Turning to the profile, the positions are for holders of at least a master’s degree in the relevant field including engineering, politics and public relations, economy, chemistry, statistics and modelling, social sciences and economics. Expertise France said it would hire experts with excellent spoken and written English and Albanian, while that knowledge of French and other languages would be an asset.

Work includes activities within distant teams. The consultants should have at least five years of experience.
