Albanian-based companies to install two solar PV plants of 100 MW in total

Albania’s government has issued two licences for the installation of solar photovoltaic plants with an installed capacity of 50 MW each in the municipality of Fier.

Solar power plants Blue 1 and Blue 2 will be built by Blessed Investment and Matrix Konstruksion, registered in Albania.

Albania recently finished an auction for the construction of the Spitalla solar power plant. It was its third auction and the second that was successful, which enabled winning bidders to get a fixed price through a power purchase agreement with the state utility.

However, Blue 1 and Blue 2 will not enjoy any support measures from the state, according to the government’s decision.

Investors will pay royalty proceeds in electricity or money equal to 2% of annual production

Expected time for the construction and commissioning of the solar park is 50 months from the receipt of the construction permit. The right to build a PV plant can be transferred to the third party, in whole or in part, only with the approval of the Ministry of Infrastructure and Energy, the decision reads.

The companies that received licences are obliged to pay royalty proceeds to the ministry in the form of electricity or money equal to 2% of annual production. Also, they must sell a part of the production to the public supplier, according to the decision.
