Montenegrin Electric Utility Enterprise (CEDIS) is inviting sealed tenders from contractors for the installation of 45.000 smart meters for domestic customers and LV network rehabilitation.

The project includes rehabilitation of 600-800 kilometers of low voltage lines and replacement of 20.000 electric poles, and will be carried out during 2017-2019. The deadline for submissions is March 6, 2017. at 13 CET.

Tendering is open to firms from any country. To be qualified, tenderers must satisfy the condition that non-performance of a contract did not occur within three years prior to the deadline for submission.

The bidder has to have a minimum average annual turnover of EUR 22 million within the last five years and the cash flow of EUR 4 million. Also, the company has to have experience in the role of contractor or management contractor for the last five years prior to the tender submission deadline and with activity in at least nine months in each year.

Another condition is previous participation in at least two contracts within the last five years, each with a value of at least EUR 13 million, that have been successfully and substantially completed and that are similar to the proposed works. The tenderers have to demonstrate that they had installed 60.000 meters and had relocated 30.000 measuring points, with low voltage network reconstruction.

Tender documents are obtained by paying EUR 250 to CEDIS account in the First Bank of Montenegro, or through the intermediary Raiffeisen Bank in Vienna, and all bids must be accompanied by a tender security of EUR 900.000.

The project is financed from the European Bank for Reconstruction and Development (EBRD) loan.
