The World Bank intends to provide a loan for a prosumer project in the Republic of Srpska, with a financing decision expected as early as May. The lender may also support the reconstruction of the distribution network and energy efficiency projects for buildings.
At a meeting last week, Minister of Energy and Mining of the Republic of Srpska Petar Đokić and World Bank Country Manager for Bosnia and Herzegovina Christopher Sheldon noted that the greatest progress so far has been made in preparing the project for small-scale solar installations, for prosumers, which covers around 20,000 facilities.

A comprehensive analysis of the project will be carried out in March, while the World Bank could decide on financing as early as May, local media reported, citing a statement from the ministry, which also noted that the lender’s financing terms are very favorable.
In May 2025, the Republic of Srpska, one of the two political entities of BiH, adopted a rulebook on renewable energy communities, which focuses on enabling electricity production for self-consumption (prosumers), primarily from renewable sources such as solar, wind, and hydro.
By adopting the rulebook, the Republic of Srpska became the first in the region to enable the establishment of renewable energy communities.
Preparations for distribution grid modernization
In addition to the prosumer project, preparations for the distribution network reconstruction project are due to begin this week, the ministry said following the meeting between Đokić and Sheldon. The two officials also discussed potential World Bank support for energy efficiency projects in buildings.

They also emphasized that these projects represent an important step in modernizing the entity’s energy sector and noted there is strong interest in further cooperation between the World Bank and the Republic of Srpska.
