Transmission system operator of Kosovo* KOSTT and the company Elektrosever, a subsidiary of Elektroprivreda Srbije (EPS) which supplies Serbs in Kosovo*, have signed the technical contracts envisaged by the roadmap for the implementation of the electricity agreement between Kosovo* and Serbia.

Licensing of the company Elektrosever in Kosovo* was foreseen by the 2013 agreement between Kosovo* and Serbia on energy but the roadmap for its implementation, as for an agreement from 2015, was agreed in June this year, Radio Free Europe reported.

The European Union then announced that Elektrosever, a Serbian-owned company established in Kosovo* and in accordance with Kosovo’s law, would start supplying electricity to consumers in four municipalities with a majority Serbian population in the north: Severna Mitrovica, Leposavić, Zvečan and Zubin Potok.

Elektrosever had 100 days to fulfill the conditions for operating in Kosovo’s market

The roadmap also envisaged Elektrosever would sign technical contracts in Kosovo*  with electricity distribution company KEDS, and transmission system operator KOSTT.

The EU now said that under its mediation, KOSTT and Elektrosever have produced technical standard agreements. Elektrosever provided its customer database.

The EU was previously informed that Kosovo* launched the 15-day consultation with its assistance and in accordance with article 8 of the roadmap. According to media reports, Elektrosever had 100 days to fulfill the conditions for operating in Kosovo’s market, but 116 days had already passed.

* This designation is without prejudice to positions on status and is in line with UNSCR 1244/99 and the ICJ Opinion on the Kosovo declaration of independence.
