Procedure underway for concessions for 37 SHPPs

Macedonian Ministry of Environment and Physical Planning published a call for bids for awarding concession on waters utilization for the generation of electricity. The DBOT (design, build, operate, transfer) model will be implemented for 37 small hydropower plants (SHPPs) in the basins of rivers Vardar,Treska, Bregalnica, Strumica and Crn Drim.

Commission for application of the procedure will receive offers through May 19. All domestic or foreign legal or natural persons and consortia of are elligible for the concession, which shall be awarded for a period of 23 years in accordance with the Law on Waters and Law on Concessions and Public Private Partnership. Overall income of the bidder must be at least EUR 500 per kilowatt of installed capacity as a cumulative sum and in the last three years, or in the period from its registration if it is shorter than that. The entire bid must be in Macedonian.

Bidders may submit bids for one or more locations for small hydropower plants, or for one or more groups of locations for the facilities, but not more than one bid for one location or group. A legal person may at the same time be member of only one consortium submitting bid for the same location or group of locations.
