CEDIS issues invitation for prequalification for Smart Metering Completion Project

The Montenegrin distribution system operator (DSO), Crnogorski elektrodistributivni sistem (CEDIS), has published an invitation for prequalification for the procurement of an IT system for Meter Data Management and integration with Advanced Metering Management (AMM) and legacy systems.

The state-owned company intends using part of the loan from the European Bank for Reconstruction and Development (EBRD) towards the cost of the CEDIS Smart Metering Completion Project.

The prequalification documents must be submitted by November 9, 2018.

The CEDIS intends prequalifying firms and consortia to tender for the supply, installation and commissioning (roll-out) of a new integrated IT system. This system will be used for the management of commercial and financial relationship with the supply companies and the TSO for the activities related to the electricity smart metering system currently implemented in Montenegro, and for the the technical processes of maintenance of metering points, which implies the precise knowledge of the elements forming the electricity network, the invitation notice reads.

The new integrated IT system will initially manage data and processes related 500,000 electricity metering points, but it must be scalable for up to 1 million metering points.

The CEDIS Smart Metering Completion Project, launched in 2017, envisages the reconstruction and modernization of low-voltage infrastructure and substations, the modernization of software, and installation of 60,000 smart electricity meters in Montenegro.

In September 2017, CEDIS announced that 45,000 smart meters will be installed by January 2019.

The project cost is EUR 39 million with the EBRD and commercial banks providing EUR 16 million each and CEDIS EUR 7 million.

The project will help CEDIS to complete the modernization of the distribution network with the aim of further reducing the distribution network losses, improving collections, and securing reliable and stable power supply.

Seven years ago, CEDIS launched the distribution network metering system modernization project and so far around 250,000 smart meters have been installed. CEDIS provides power to approximately 360,000 consumers in Montenegro.
