Greek wind, PV projects of over 10 MW with storage to take part in joint auctions

A new ministerial decree specifies the categories of renewable energy projects that will take place in individual and joint auctions.

Wind farms and PV plants with a capacity of over 10 MW and storage will participate in joint auctions until the end of 2025, according to a new decree issued by the Ministry of the Environment and Energy of Greece.

It should be noted that last month the European Commission approved Greece’s support mechanism of EUR 2.27 billion for the production of electricity from renewable sources and high-efficiency combined heat and power (CHP) plants with a combined capacity of 4.2 GW.

According to the plan, the aid will be awarded through a joint competitive tendering procedure. If a minimum technology diversification is not attained out of the joint solar and onshore wind auctions, Greece reserves the possibility to launch separate auctions for onshore wind and solar to address the technology shortfall. The government also plans to finance projects abroad.

Based on the new ministerial decree, the categories of projects to participate in auctions is as follows:

2022 auctions

Renewables and cogeneration projects to receive aid through a tendering process are as follows until the end of this year:

a) Wind farms of over 6 MW

b) Wind farms of 60 KW – 6 MW that are not eligible in par.3a of article 7 of Law 4414/2016

c) PV plants of over 1 MW

d) PV plants of 500 kW – 1MW not belonging to energy communities

e) PV plants of less than 500 kW not belonging to energy communities and not eligible for exception according to Law 4414/2016, as well as PV plants of up to 1 MW belonging to energy communities and not eligible for exception according to Law 4414/2016

f) Wind farms of up to 10 MW with storage of at least 20% of the maximum hourly produced energy

g) PV plants of over 10 MW with storage of at least 20% of the maximum hourly produced energy

2023-2025 auctions

Renewables and cogeneration projects to receive aid through a tendering process are as follows from 2023 through 2025:

a) Wind farms of 60 kW – 6 MW

b) Wind farms of over 6 MW

c) PV plants of up to 1 MW

d) PV plants of over 1 MW

e) Wind farms of over 10 MW with storage of at least 20% of the maximum hourly produced energy

f) PV plants of over 10 MW with storage of at least 20% of the maximum hourly produced energy

First joint auction to take place in March

The first joint auction based on this schedule is expected to take place in March for a total capacity of 600 MW. Wind farms and PV plants in the joint auctions will commence with a different starting price, while the level of competition remains to be set. Details concerning these aspects are expected to be clarified with a second ministerial decree to be published soon.
