Izgradnja gotovo dovr\u0161ene hidroelektrane R\u0103stoli\u021ba u Rumuniji, u projektu koji je pokrenut pre skoro \u010detiri decenije, ponovo je na \u010dekanju, jer je sud u Klu\u017eu privremeno stavio van snage uredbu kojom je vlada dozvolila se\u010du 31 hektara \u0161ume. Ovaj poduhvat, kojeg dr\u017eavna Hidroelectrica sprovodi na reci Rastolici, treba da na mre\u017eu dovede 35,2 megavata proizvodnog kapaciteta.<\/h2>\n

R\u0103stoli\u021ba, poslednja velika investicija iz doba re\u017eima Nikolaja \u010cau\u0161eskua, kako su je nazvali rumunski mediji, jo\u0161 jednom je zaustavljena na du\u017ee vreme. Apelacioni sud u Klu\u017eu je proglasio privremeno neva\u017ee\u0107om uredbu kojom je vlada ranije ove godine dala zeleno svetlo za kr\u010denje \u0161ume na povr\u0161ini od 31 hektara, u sklopu izgradnje hidrocentrale na reci Rastolici<\/a> u Transilvaniji.<\/p>\n

Zavr\u0161eno je 90 odsto ovog projekta, pokrenutog 1989. godine. Isti sud je u junu suspendovao ekolo\u0161ku dozvolu.<\/p>\n

Projekat R\u0103stoli\u021ba ima specijalan status<\/h3>\n

Vlada je ovaj poduhvat 2022. uvrstila u projekte za energiju iz obnovljivih izvora od velikog javnog interesa. Time ga je oslobodila obaveze sprovo\u0111enja studije o uticaju na \u017eivotnu sredinu i zabrane smanjivanja nacionalnog \u0161umskog fonda.<\/p>\n

Nevladine organizacije Declic i Bankwatch Romania, koje su i ulo\u017eile \u017ealbu, istakle su da je se\u010da \u0161ume izme\u0111u dve sudske odluke nastavljena. Lokacija projekta hidroelektrane R\u0103stoli\u021ba, u vlasni\u0161tvu dr\u017eavne elektroprivrede Hidroelectrica, deo je nacionalnog parka Kalimani, ili Kalimanj (C\u0103limani) na severu zemlje.<\/p>\n

Ove dve grupe su ukazale na to da je tehni\u010dka dokumentacija stara vi\u0161e od tri decenije i da u njoj nisu uzete u obzir klimatske promene, biodiverzitet i bezbednost po stanovni\u0161tvo. Naime, obuhva\u0107eno podru\u010dje je od klju\u010dnog zna\u010daja za spre\u010davanje poplava i o\u010duvanje vrsta, naglasile su.<\/p>\n

Nasuprot njima, vlada je iza\u0161la sa tvrdnjom da \u0107e taj projekat zapravo smanjiti opasnost od poplava i omogu\u0107iti snabdevanje vodom i upravljanje rekom Mure\u0161 i njenim pritokama.<\/p>\n

Rumunija ve\u0107 investirala vi\u0161e od 200 miliona evra<\/h3>\n

Pu\u0161tanje u rad datog elektroenergetskog objekta u \u017eupaniji Mure\u0161 je bilo planirano za novembar. Vlasti su u januaru odobrile eksproprijaciju 55 hektara \u0161umskog zemlji\u0161ta.<\/p>\n

Prose\u010dna godi\u0161nja proizvodnja elektri\u010dne energije u prvoj fazi je procenjena na 46,3 gigavat-sata, a u punom obimu bi se popela na 117,5 gigavat-sati. Akumulacija bi bila duga\u010dka 5,6 kilometara. Dosada\u0161nje investicije su, po poslednjim podacima, prema\u0161ile 200 miliona evra.<\/p>\n

Prethodni ministar energetike Sebastijan Burdu\u017ea je na novu odluku suda reagovao tvrdnjom da je na delu sabota\u017ea privrede.
