Koli\u010dina je bila 5,7 puta ve\u0107a od zakonskog maksimuma. Zaga\u0111enje pra\u0161inom iz tih postrojenja, obuhva\u0107enih nacionalnim planovima za smanjenje emisija (NERP-ovima), bilo je 75 procenata iznad gornje granice. Emisije azotnih oksida su prema\u0161ile limit za 43 odsto.<\/h2>\n<p>Pre \u0161est godina su na snagu stupili propisi o kontroli ispu\u0161tanja zaga\u0111uju\u0107ih materija za termoelektrane na ugalj u Bosni i Hercegovini, na Kosovu*, <a href=\"https:\/\/balkangreenenergynews.com\/rs\/medziti-nagovestio-da-severna-makedonija-do-2050-odlaze-rok-za-prestanak-upotrebe-uglja\/\">u Severnoj Makedoniji<\/a> i Srbiji, u skladu sa Ugovorom o osnivanju Energetske zajednice i nacionalnim planovima za smanjenje emisija, NERP-ovima. Njihove ukupne emisije SO2 su 2023. bile 5,7 puta ve\u0107e od dozvoljenih, pi\u0161e u novom izve\u0161taju <a href=\"https:\/\/bankwatch.org\/press_release\/western-balkans-coal-pollution-increases-due-to-government-failures-new-report\"><em>Usaglasi se ili zatvori: \u0160est godina smrtonosnih protivzakonitih prekora\u010denja u postrojenjima na ugalj na Zapadnom Balkanu (Comply or Close: Six years of deadly legal breaches by Western Balkan coal plants).<\/em><\/a><\/p>\n<p>Radi pore\u0111enja, zakonska granica je <a href=\"https:\/\/balkangreenenergynews.com\/rs\/termoelektrane-na-ugalj-na-zapadnom-balkanu-2022-povecale-zagadjenje-broj-prekrsaja-usaglasi-se-ili-zatvori\/\">2022.<\/a> prema\u0161ena 5,6 puta.<\/p>\n<h3>Upitna korist od investicija u odsumporavanje<\/h3>\n<p>Podaci koje je organizacija CEE Bankwatch Network objedinila u dokumentu pokazuju da su emisije SO2 u termoelektranama na ugalj u Srbiji obuhva\u0107enim NERP-om porasle na godi\u0161njem nivou. S druge strane, u termoelektrani Nikola Tesla A <a href=\"https:\/\/balkangreenenergynews.com\/rs\/mitsubishi-power-predao-eps-u-sistem-za-odsumporavanje-u-tent-u-a\/\">(TENT A)<\/a> je u aprilu ove godine pu\u0161ten u rad pogon za odsumporavanje. Takav sistem je u izgradnji i <a href=\"https:\/\/balkangreenenergynews.com\/rs\/te-nikola-tesla-b-ce-smanjiti-emisije-so2-za-20-puta-do-2024\/\">u TENT-u B,<\/a> koji je 2023. bio drugi u regionu po emisijama SO2.<\/p>\n<p>Prvi na spisku je <a href=\"https:\/\/balkangreenenergynews.com\/rs\/desumporizacija-u-te-ugljevik-obustavljena-jer-se-ceka-upotrebna-dozvola\/\">Ugljevik<\/a> u Republici Srpskoj, iako ima sistem za desumporizaciju. Ko\u0161tao je barem 85 miliona evra, ali su se nizale tehni\u010dke pote\u0161ko\u0107e, a operator sada priznaje da postrojenje ne radi, delimi\u010dno i zbog toga \u0161to stvara ekonomsko optere\u0107enje, pi\u0161e u izve\u0161taju.<\/p>\n<p>&#8222;Jo\u0161 jedan vi\u0161estruki prekr\u0161ilac, Kostolac B u Srbiji, kona\u010dno je 2021. po\u010deo da smanjuje emisije, ali ih je od tada pove\u0107ao i 2023. je ispustio skoro 5,8 puta vi\u0161e nego \u0161to je dozvoljeno. Ili se postrojenje za odsumporavanje toliko ne koristi ili ne radi dovoljno dobro&#8220;, navedeno je u dokumentu.<\/p>\n<p>Ugljevik i Kakanj 7 u BiH, REK Bitola 1 i 2 u Severnoj Makedoniji i Kostolac A2 u Srbiji prema\u0161ili su vi\u0161e nego desetostruko svoje individualne indikativne gornje granice za sumpor-dioksid.<\/p>\n<h3>Ukupne emisije PM \u010destica, azotnih oksida i dalje drasti\u010dno velike<\/h3>\n<p>Termoelektrane na ugalj su zagadile vazduh mikroskopskom pra\u0161inom 1,75 puta vi\u0161e nego \u0161to se toleri\u0161e po zakonu, \u0161to je neznatno ispod nivoa iz 2022. godine. BiH i Severna Makedonija su ponovo u ogromnoj meri prekora\u010dile granice uspostavljene na nacionalnom nivou. Nominalno je najve\u0107i emiter pra\u0161ine \u2013 pra\u0161kastih materija iliti PM \u010destica \u2013 bio blok Kosovo B2. Koli\u010dina je bila 9,2 puta ve\u0107a od dozvoljene.<\/p>\n<p><a href=\"https:\/\/balkangreenenergynews.com\/rs\/negativne-cene-struje-u-evropi-zaustavljaju-termoelektrane-na-zapadnom-balkanu\/\">Gacko<\/a> u Republici Srpskoj je imalo najve\u0107e prekora\u010denje u relativnom smislu, 10,7 puta iznad gornje granice.<\/p>\n<p>Emisije azotnih oksida, NOx, prema\u0161ilo je zakonski limit za 43 odsto. Ta granica se svake godine sni\u017eava. Kosovo* je ovog puta imalo 2,73 puta vi\u0161i nivo, \u0161to je najgori rezultat u tom segmentu u regionu. BiH je tako\u0111e prekora\u010dila svoj plafon za NOx, a prvi put je to u\u010dinila i Srbija.<\/p>\n<h3>Jo\u0161 su na mre\u017ei sva postrojenja na ugalj iz opt-aut mehanizma, iako je istekao<\/h3>\n<p>Na kraju 2023. je istekao rok za zatvaranje najmanjih i najstarijih blokova u BiH, Crnoj Gori i Srbiji, u okviru takozvanog opt-aut mehanizma. Me\u0111utim, oni svi jo\u0161 rade.<\/p>\n<p><a href=\"https:\/\/balkangreenenergynews.com\/rs\/pionirski-potez-epcg-zapocete-pripreme-za-instaliranje-baterija-na-cetiri-lokacije\/\">Termoelektrana Pljevlja<\/a> je mimo zakona i obaveza jo\u0161 uvek na mre\u017ei, iako joj je krajem 2020. isteklo zadatih 20.000 sati. Onda su joj se 2022. pridru\u017eili bosanskohercegova\u010dki Tuzla 4 i Kakanj 5 i Morava u Srbiji. One, ina\u010de, ne ulaze u navedeni obra\u010dun emisija po NERP-ovima. Blokovi u termoelektrani Kolubara A su tako\u0111e jedan po jedan u\u0161li u prekora\u010denje.<\/p>\n<p>U Crnoj Gori je Pljevlja <a href=\"https:\/\/balkangreenenergynews.com\/rs\/crna-gora-pokrenula-najveci-program-subvencija-za-energetsku-efikasnost\/\">jedini blok na ugalj,<\/a> pa nije bilo NERP-a. Po podacima iz izve\u0161taja, emisije PM \u010destica su pro\u0161le godine udvostru\u010dene na 1.130 tona, najvi\u0161i nivo barem od 2018. godine.<\/p>\n<p>Autori i autorke su Crnoj Gori preporu\u010dili da napravi plan B za slu\u010daj da takozvana <a href=\"https:\/\/balkangreenenergynews.com\/rs\/epcg-odlaze-ekolosku-rekonstrukciju-te-pljevlja-za-2026\/\">ekolo\u0161ka rekonstrukcija<\/a> ne protekne kako je planirano.<\/p>\n<h3>Zapadnom Balkanu potrebno vi\u0161e finansijskih sredstava za pravednu tranziciju regiona uglja<\/h3>\n<p>Bankwatch je tako\u0111e naglasio da <a href=\"https:\/\/balkangreenenergynews.com\/rs\/trecina-nove-evropske-komisije-bice-zaduzena-za-energetsku-tranziciju-zivotnu-sredinu\/\">Evropska komisija<\/a> i dr\u017eave \u010dlanice Evropske unije treba da obezbede dodatna, namenska sredstva <a href=\"https:\/\/balkangreenenergynews.com\/rs\/kako-energetsku-tranziciju-uciniti-pravednom-za-stanovnike-regiona-zavisnih-od-uglja\/\">za sprovo\u0111enje pravi\u010dne tranzicije u ugljarskim oblastima<\/a> na Zapadnom Balkanu.<\/p>\n<p>&#8222;U trenutku kada su lideri i liderke EU, izgleda, uvereni u sposobnost Srbije da upravlja \u0161tetom po \u017eivotnu sredinu od rudarenja litijuma, na\u0161 izve\u0161taj daje otre\u017enjuju\u0107i uvid u stvarno stanje u pogledu sprovo\u0111enja ekolo\u0161kih zakona u regionu. Evropska komisija nije uspela da obezbedi uskla\u0111ivanje sa zakonodavnim re\u0161enjima EU za kontrolu zaga\u0111ivanja, \u0161to ozbiljno krnji imid\u017e EU u regionu&#8220;, poru\u010dila je Pipa Galop, koja je u ovoj organizaciji zadu\u017eena za propise i zakone u sektoru energetike u Jugoisto\u010dnoj Evropi.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Termoelektrane na ugalj
