Osnov za izradu Studije, koja je objavljena u me\u0111unarodnom nau\u010dnom \u010dasopisu MDPI energies, je magistarska teza \u201cProcjena potencijala izgradnje vjetroelektrana na moru u Crnoj Gori\u201d koju je nedavno na Pomorskom fakultetu odbranio Bogdanovi\u0107.<\/p>\n<p>Bogdanovi\u0107 ka\u017ee za Balkan Green Energy News da Crna Gora zna\u010dajno kasni sa razvojem vetroelektrana na moru, posebno ako se uzme u obzir \u010dinjenica da je prva takva elektrana izgra\u0111ena 1991. godine u Danskoj.<\/p>\n<blockquote><p>Povr\u0161ina za vetroelektrane procenjena je na 766 kvadratnih kilometara<\/p><\/blockquote>\n<p>On isti\u010de da su rezultati istra\u017eivanja srednjih godi\u0161njih brzina vetra omogu\u0107ili precizno definisanje povr\u0161ine za koju se procenjuje da je pogodna za izgradnju of\u0161or vetroelektrana, a analizama baza podataka batimetrije identifikovana su tehni\u010dka re\u0161enja nose\u0107ih konstrukcija vetrogeneratora koja se moraju primeniti.<\/p>\n<p>Definisana povr\u0161ina na kojoj se procenjuje da se mo\u017ee izgraditi vetroelektrana, kao jedna celina ukupne povr\u0161ine od 766 kvadratnih kilometara nalazi se ju\u017eno od op\u0161tine Ulcinj uz granicu sa Albanijom, navodi Bogdanovi\u0107.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-69384 aligncenter\" src=\"https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2024\/05\/crna-gora-vjetroelektrane-na-moru-procena-ulcinj.jpg\" alt=\"crna gora vjetroelektrane na moru procena ulcinj\" width=\"554\" height=\"357\" srcset=\"https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2024\/05\/crna-gora-vjetroelektrane-na-moru-procena-ulcinj.jpg 840w, https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2024\/05\/crna-gora-vjetroelektrane-na-moru-procena-ulcinj-500x323.jpg 500w, https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2024\/05\/crna-gora-vjetroelektrane-na-moru-procena-ulcinj-768x496.jpg 768w, https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2024\/05\/crna-gora-vjetroelektrane-na-moru-procena-ulcinj-300x194.jpg 300w\" sizes=\"auto, (max-width: 554px) 100vw, 554px\" \/><\/p>\n<p>Najmanja udaljenost izme\u0111u te lokacije i i obale (Rt \u0110eran) iznosi oko 1,4 kilometara, dok se najudaljenija ta\u010dka nalazi na 47,8 kilometara od Rta \u0110eran.<\/p>\n<p>Od ukupnog procenjenog tehni\u010dkog potencijala od 2.300 MW, kako pi\u0161e u Studiji, najve\u0107i deo se mo\u017ee iskoristiti uz pomo\u0107 plutaju\u0107ih struktura &#8211; 2.034 MW, s obzirom da je re\u010d o dubinama ve\u0107im od 60 metara. Kori\u0161\u0107enjem fiksnih re\u0161enja, na dubinama do 50 metara, mo\u017ee se izgraditi 127 MW i 139 MW instaliranjem jacket fiksnih struktura jer je re\u010d o dubinama od 50 do 60 metara.<\/p>\n<p>Bogdanovi\u0107 isti\u010de da za razliku od fiksnih struktura, koje se tokom vi\u0161e od tri decenije uspe\u0161no primenjuju u svetu, plutaju\u0107e strukture su inovativne tehnologije koje su prvi put komercijalno primenjene 2017.<\/p>\n<p>&#8222;Iako su trenutni tro\u0161kovi izgradnje vjetroelektrana na moru koje koriste plutaju\u0107e strukture zna\u010dajno ve\u0107i u odnosu na fiksne vjetroelektrane o\u010dekivanja su da \u0107e se tro\u0161kovi njihove izgradnje zna\u010dajno smanjiti do 2028. i da \u0107e postati u potpunosti cjenovno konkurentni fiksnim vjetroelektranama&#8220;, smatra on.<\/p>\n<h3>Dr\u017eavno more planirano za istra\u017eivanje nafte i gasa<\/h3>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-69383 aligncenter\" src=\"https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2024\/05\/crna-gora-vjetroelektrane-na-moru-.jpg\" alt=\"crna gora vjetroelektrane na moru\" width=\"703\" height=\"693\" srcset=\"https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2024\/05\/crna-gora-vjetroelektrane-na-moru-.jpg 840w, https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2024\/05\/crna-gora-vjetroelektrane-na-moru--500x492.jpg 500w, https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2024\/05\/crna-gora-vjetroelektrane-na-moru--768x756.jpg 768w, https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2024\/05\/crna-gora-vjetroelektrane-na-moru--300x295.jpg 300w\" sizes=\"auto, (max-width: 703px) 100vw, 703px\" \/><\/p>\n<p>U Studiji se navodi da se pomenuta lokacija nalazi u dr\u017eavnom vlasni\u0161tvu, pa ne mo\u017ee do\u0107i do problema eksproprijacije zemlji\u0161ta, \u0161to je \u010desta situacija kod izgradnje vetroelektrana na kopnu.<\/p>\n<p>Va\u017ee\u0107a zakonska regulativa ne sadr\u017ei odredbe koje prepoznaju mogu\u0107nosti izgradnje vetroelektrana na moru, pa se u Studiji to navodi kao jedan od preduslova da bi se otpo\u010delo sa realizacijom projekta proizvodnje elektri\u010dne energije na moru. Tako\u0111e, progla\u0161enje isklju\u010dive ekonomske zone Crne Gore u skladu sa konvencijom UNCLOS 1982. po ugledu na Hrvatsku je jo\u0161 jedan potez neophodan za po\u010detak valorizacije potencijala snage vetra u crnogorsmom moru.<\/p>\n<p>U Studiji se podse\u0107a i da se identifikovana lokacija prostire na sedam blokova, koji su odlukama Vlade Crne Gore definisani za potrebe istra\u017eivanja i proizvodnje ugljovodonika.<\/p>\n<p>Ina\u010de, tehni\u010dki vetropotencijal podru\u010dja definisan je kao proizvod povr\u0161ine mora koja poseduju srednje godi\u0161nje brzine
