{"id":62494,"date":"2023-09-18T16:13:29","date_gmt":"2023-09-18T14:13:29","guid":{"rendered":"https:\/\/balkangreenenergynews.com\/rs\/?p=62494"},"modified":"2023-11-17T14:38:39","modified_gmt":"2023-11-17T13:38:39","slug":"elektroenergetski-sistem-srbije-moze-da-prihvati-elektrane-na-vetar-i-solar-snage-5-800-mw","status":"publish","type":"post","link":"https:\/\/balkangreenenergynews.com\/rs\/elektroenergetski-sistem-srbije-moze-da-prihvati-elektrane-na-vetar-i-solar-snage-5-800-mw\/","title":{"rendered":"Elektroenergetski sistem Srbije mo\u017ee da prihvati elektrane na vetar i solar snage 5.800 MW"},"content":{"rendered":"<h2>Analiza adekvatnosti, koju je pripremila Elektromre\u017ea Srbije pokazala je da elektroenergetski sistem Srbije, bez ikakvih dodatnih ulaganja u sada raspolo\u017eive proizvodne kapacitete za sekundarnu i tercijarnu regulaciju frekvencije, mo\u017ee da prihvati solarne elektrane i vetroparkove snage 5.800 MW, izjavio je Neboj\u0161a Petrovi\u0107, savetnik za tehni\u010dko-tehnolo\u0161ki razvoj generalnog direktora EMS-a, na savetovanju Energetika 2023 na Zlatiboru, koje je organizovao <a href=\"https:\/\/balkangreenenergynews.com\/rs\/energetika-2023-odrzava-se-na-zlatiboru-od-12-do-15-septembra\/\">Savez energeti\u010dara<\/a>.<\/h2>\n<p>U 5.800 MW, koji su rezultat Analize (studije) adekvatnosti, ulazi i 400 MW ve\u0107 izgra\u0111enih vetroparkova, pa, kada se na to dodaju 717 MW sa <a href=\"https:\/\/balkangreenenergynews.com\/rs\/srbija-odobrila-premije-za-jos-dva-projekta-koja-su-ucestvovala-na-aukciji-za-solarne-elektrane\/\">prvih odr\u017eanih aukcija<\/a>, ostaje prostor da se priklju\u010de elektrane na vetar i solar snage 4.683 MW.<\/p>\n<p>Ina\u010de, do kraja maja EMS je dobio zahteve za priklju\u010denje na mre\u017eu elektrana na solar i vetar snage oko <a href=\"https:\/\/balkangreenenergynews.com\/rs\/lokacije-elektrana-u-razvoju-u-srbiji-koje-cekaju-prikljucenje-na-prenosnu-mrezu\/\">19.900 MW<\/a>, a ve\u0107 polovinom septembra cifra je dostigla 21.965,2 MW, s tim da je re\u010d o projektima koji su u razli\u010ditim fazama razvoja, a najve\u0107i broj projekata je na samom po\u010detku.<\/p>\n<blockquote><p>Analiza adekvatnosti ura\u0111ena je u skladu sa EU uredbom SOGL, koja je obavezna za primenu u interkonekciji Kontinentalne Evrope<\/p><\/blockquote>\n<p>Analiza adekvatnosti, kako ka\u017ee Petrovi\u0107, je ura\u0111ena prema probabilisti\u010dom pristupu koji se zahteva prema uredbi Evropske unije SOGL (eng. System Operation Guidelines) i obavezna je za primenu u interkonekciji Kontinentalne Evrope, za prora\u010dun regulacione (balansne) rezerve kada je u elektroenergetskom sistemu visoki udeo varijabilnih obnovljivih izvora energije.<\/p>\n<p>Uredba uklju\u010duje dosta razli\u010ditih merila od uskla\u0111enosti proizvodnje i potro\u0161nje, preko tr\u017ei\u0161nih mehanizama, kao \u0161to je modelovanje regulacione (balansne) rezerve za dan-unapred tr\u017ei\u0161te, preko kori\u0161\u0107enja istorijskih podataka o gre\u0161ci regulacije frekvencije i snage razmene, prinudnim ispadima termojedinica, varijacijama potro\u0161nje u odnosu na planiranu, gre\u0161ci prognoze proizvodnje vetroelektrana, do capacity faktora i ramping-a (gradijenta promene proizvodnje u jedinici vremena) za solar i vetar, kao i budu\u0107ih nivoa integracije varijabilnih OIE u prenosni sistem.<\/p>\n<blockquote><p>Sada se \u010deka saglasnost AERS-a na Plana razvoja prenosnog sistema Republike Srbije za period 2023-2032, koji sadr\u017ei i Analizu adekvatnosti<\/p><\/blockquote>\n<p>&#8222;Kada smo sve to uzeli u obzir do\u0161li smo do toga da elektroenergetski sistem Srbije, na prenosnom i distributivnom niovu, sa postoje\u0107im regulacionim proizvodnim kapacitetima, uklju\u010duju\u0107i reverzibilnu hidroelektranu (RHE) Bajinu Ba\u0161tu, mo\u017ee da prihvati 5.800 MW vetroparkova i solarnih elektrana&#8220;, rekao je Petrovi\u0107.<\/p>\n<p>Analiza je ura\u0111ena u okviru Plana razvoja prenosnog sistema Republike Srbije za period 2023-2032, desetogodi\u0161njeg plana koji se a\u017eurira svake dve godine, i zbog obaveze proistekle iz <a href=\"https:\/\/balkangreenenergynews.com\/rs\/izmene-zakona-o-koriscenju-obnovljivih-izvora-energije-usvojene-u-narodnoj-skupstini-srbije\/\">izmena<\/a> Zakona o kori\u0161\u0107enju obnovljivih izvora energije, donetog krajem aprila 2023.<\/p>\n<p>Plan, sa Studijom, \u00a0kako ka\u017ee Petrovi\u0107, dostavljen je Agenciji za energetiku Republike Srbije (AERS), a javne konsultacije za sve zainteresovane strane su trajale do 5. avgusta 2023. Sada se \u010deka saglasnost AERS-a na taj Plan.<\/p>\n<p>Ina\u010de, Petrovi\u0107 je govorio na na panelu Razvoj moderne energetske infrastrukture u kontekstu potreba za skladi\u0161tenjem energije, \u010diji moderator je je bio Nikola Rajakovi\u0107, predsednik Saveza energeti\u010dara, a u\u010desnici jo\u0161 i <a href=\"https:\/\/balkangreenenergynews.com\/rs\/maja-turkovic-baterije-ce-automatski-pocistiti-veliki-broj-zahteva-za-prikljucenje-na-mrezu\/\">Maja Turkovi\u0107<\/a>,\u00a0izvr\u0161na potpredsednica kompanije\u00a0<a href=\"https:\/\/balkangreenenergynews.com\/rs\/cwp-europe-i-powerchina-resources-potpisali-ugovor-o-investiranju-u-vetropark-vetrozelena\/\">CWP Europe<\/a>, <a href=\"https:\/\/balkangreenenergynews.com\/rs\/seepex-planira-uvodjenje-trzista-za-garancije-porekla\/\">Dejan Stoj\u010devski, tehni\u010dki direktor berze SEEPEX<\/a>, <a href=\"https:\/\/balkangreenenergynews.com\/rs\/elektroprivreda-srbije-dobila-novi-nadzorni-odbor-tri-clana-iz-norveske-i-cetiri-iz-srbije\/\">Dejan Ostoji\u0107<\/a>, \u010dlan Nadzornog odbora EPS-a, i \u017deljko Markovi\u0107, ekspert za energetiku.<\/p>\n<h3>\u010ceka se dono\u0161enje nove Uredbe o uslovima isporuke i snabdevanju elektri\u010dnom energijom<\/h3>\n<p>Petrovi\u0107 ka\u017ee da je EMS po starom Zakonu o energetici, ta\u010dnije pre aprila 2021, dobio zahteve za elektrane snage oko 4.500 MW, Elektrodistribucija Srbije (EDS), kao operator distributivnog sistema, za vi\u0161e od 1.000 MW.<\/p>\n<p>To, kako dodaje, zajedno otprlike predstavlja ovaj kapacitet koji je naveden u Studiji adekvatnosti, i to su, dobrim delom, projekti koji su dosta odmakli u proceduri za dobijanje priklju\u010dka na mre\u017eu.<\/p>\n<p>Svi ostali zahtevi \u010dekaju dono\u0161enje nove Uredbe o uslovima isporuke i snabdevanju elektri\u010dnom energijom, isti\u010de Petrovi\u0107.<\/p>\n<p>Studija, prema njegovim re\u010dima, govori da iz ugla stabilnosti rada elektroenergetskog sistema nema prepreka da svi investitori koji su podneli zahteve po starom Zakonu o energetici mogu te elektrane da izgrade i priklju\u010de na m-re\u017eu.<\/p>\n<p>On podse\u0107a da u skladu sa <a href=\"https:\/\/balkangreenenergynews.com\/rs\/izmene-zakona-o-koriscenju-obnovljivih-izvora-energije-usvojene-u-narodnoj-skupstini-srbije\/\">Zakonom o kori\u0161\u0107enju obnovljivih izvora energije<\/a>, usvojenim krajem aprila 2023. omogu\u0107eno je da se odlaganje priklju\u010denja na prenosnom sistemu ne primenjuje na zahteve za priklju\u010denje vetro i solarnih elektrana ukoliko investitor obezbedi kapacitet, koji nije obuhva\u0107en sada raspolo\u017eivim kapacitetima, za pru\u017eanje pomo\u0107ne usluge sekundarne rezerve.<\/p>\n<p>Taj kapacitet \u0107e biti ponu\u0111en operatoru prenosnog sistema za sistemsku uslugu sekundarne regulacije frekvencije i snage razmene.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Procena je rezultat Analize adekvatnosti, koju
