Da bi to postigla, Srbija \u0107e morati pametno opredeliti zemlji\u0161te koje se mo\u017ee koristiti za proizvodnju elektri\u010dne energije iz obnovljivih izvora, prete\u017eno solara i vetra.<\/p>\n<p>Trenutni napori na reformi i restrukturiranju energetskog sektora zavisnog od fosilnih goriva, treba da idu ruku pod ruku sa prostornim planiranjem proizvodnje elektri\u010dne energije kako bi se izbegle posledice klimatskih promena, a da se pritom ne ugroze drugi strate\u0161ki sektori kao \u0161to su poljoprivreda, turizam ili prirodna dobra kao \u0161to su za\u0161ti\u0107ena podru\u010dja ili sam biodiverzitet. Bez odgovaraju\u0107ih akcija vezanih za klimu, suo\u010dava\u0107emo se sve \u010de\u0161\u0107e sa vremenskim nepogodama, kao \u0161to su talasi vru\u0107ine, su\u0161e, po\u017eari, ekstremne padavine i poplave. Slatkovodni ekosistemi su posebno <a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/full\/10.1111\/gcb.13657\">ranjivi na ove klimatske \u0161okove<\/a>. Ekstremni vremenski uslovi ne do\u0111u i jednostavno odu, ve\u0107 za sobom ostavljaju veliku \u0161tetu, to su nedavno pokazale junske poplave koje su dovele 56 op\u0161tina \u0161irom Srbije do vanrednog stanja.<\/p>\n<h3>Integrisani nacionalni energetski i klimatski plan (INEKP) na javnoj raspravi<\/h3>\n<p>Jedan od na\u010dina da se obezbedi dovoljno zemlji\u0161ta je sprovo\u0111enje multisektorskog i strate\u0161kog planiranja energetike u prostoru, uzimaju\u0107i u obzir i druge prioritete koje zemlje imaju, kao \u0161to su prehrambena bezbednost ili razvoj turizma. Sre\u0107om, Srbija ima alat za to &#8211; kao potpisnica Ugovora o energetskoj zajednici, Srbija je u obavezi da izradi i usvoji Integrisani nacionalni energetski i klimatski plan (INEKP), koji slu\u017ei kao klju\u010dni instrument za prelazak sa fosilnih goriva na obnovljive izvore energije. Ciljevi, mere i politike navedene u ovim integrisanim planovima treba da odrede put ka ugljeni\u010dnoj neutralnosti.<\/p>\n<p>Ministarstvo rudarstva i energetike zapo\u010delo je izradu INEKP-a u aprilu 2021. godine, koji obuhvata period do 2030. sa projekcijama do 2050. Uvidom u Nacrt dokumenta, koji je trenutno na javnoj raspravi do 28. jula, prepoznajem neke pozitivne znakove. Na primer, mera MP_D25 za \u201ea\u017euriranje, pojednostavljivanje i optimizaciju okvira za prostorno planiranje\u201c koja je klju\u010dna za uskla\u0111ivanje energetike sa drugim korisnicima prostora.<\/p>\n<p>Ukoliko ova mera pre\u017eivi do kona\u010dne verzije dokumenta, mogla bi biti temelj za odre\u0111ivanje\u00a0 podru\u010dja ubrzanog razvoja obnovljivih izvora energije u Srbiji, kao zona sa visokim energetskim prinosom, ali niskim uticajem na \u017eivotnu sredinu i dru\u0161tvo, gde bi postupak dobijanja dozvola mogao biti pojednostavljen i ubrzan. Podru\u010dja ubrzanog razvoja obnovljivih izvora energije (Renewables Acceleration Areas) trenutno se testiraju u zemljama Evropske unije kao deo inicijative RePowerEU, vode\u0107e inicijative EU za podsticanje razvoja obnovljivih izvora energije i odustajanje od uvoza fosilnih goriva. Organizacija <a href=\"https:\/\/www.nature.org\/en-us\/newsroom\/the-nature-conservancy-croatian-ministry-economy-sustainable-development-memorandum-of-understanding\/\">The Nature Conservancy trenutno poma\u017ee Hrvatskoj<\/a> da identifikuje takva podru\u010dja. Srbija u ovom kontekstu ne treba da zaostaje.<\/p>\n<p>Trenutna verzija Integrisanog nacionalnog energetskog i klimatskog plana (INEKP) predvi\u0111a pove\u0107anje udela obnovljivih izvora energije od 33.6% do 2030. Me\u0111utim, \u010dini se da postoji odre\u0111ena rezervisanost jer ova odluka ne prati odluku Ministarskog saveta Energetske zajednice, koji postavlja nacionalni cilj za Srbiju od 40.7% u pogledu pove\u0107anja udela obnovljivih izvora energije.<\/p>\n<p>\u010cinjenica da postoji prostor za pove\u0107anje udela obnovljivih izvora energije potvr\u0111uje podatak koji pokazuje da je trenutna <a href=\"https:\/\/publikacije.stat.gov.rs\/G2023\/Pdf\/G20235693.pdf\">ukupna proizvodnja energije iz solarnih fotonaponskih sistema u Srbiji samo 0.04%<\/a>. INEKP predvi\u0111a pove\u0107anje udela solarnih izvora energije do 2030. godine na 1.73 GW u najambicioznijem scenariju. S obzirom da je potencijal za obnovljive izvore energije u Srbiji izmeren u <a href=\"https:\/\/klima101.rs\/solarni-potencijal-srbije-mapa\/\">desetinama gigavata (GW)<\/a>, i da trenutni interes projektanata iznosi do <a href=\"https:\/\/balkangreenenergynews.com\/rs\/lokacije-elektrana-u-razvoju-u-srbiji-koje-cekaju-prikljucenje-na-prenosnu-mrezu\/\">10.3 GW predlo\u017eenih projekata obnovljivih izvora energije<\/a>, ovaj cilj izgleda skroman u svojim te\u017enjama.<\/p>\n<h3>100 najboljih lokacija za solarne elektrane moglo bi da obezbedi 1GW energije<\/h3>\n<p>Kako bismo doprineli ubrzanju razvoja obnovljivih izvora energije, konkretno solarnih fotonaponskih elektrana, The Nature Conservancy, zajedno sa \u0161irom grupom lokalnih partnera, je pokrenuo projekat <a href=\"https:\/\/balkangreenenergynews.com\/rs\/mapiranje-odrzivih-lokacija-za-jedan-gigavat-solarnih-elektrana-u-srbiji\/\">\u201ePametno planiranje za odr\u017eivi razvoj \u2013 Mapiranje solarnih potencijala Srbije\u201c<\/a>. Ukoliko bi se ove lokacije koristile za proizvodnju elektri\u010dne energije pomo\u0107u solarnih fotonaponskih \u0107elija, elektri\u010dna energija proizvedena na ovaj na\u010din bi podmirila oko 10% ukupne potro\u0161nje struje u doma\u0107instvima Srbije.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-61089\" src=\"https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2023\/07\/ikonografik.png\" alt=\"ikonografik\" width=\"840\" height=\"672\" srcset=\"https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2023\/07\/ikonografik.png 840w, https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2023\/07\/ikonografik-500x400.png 500w, https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2023\/07\/ikonografik-768x614.png 768w, https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2023\/07\/ikonografik-300x240.png 300w\" sizes=\"auto, (max-width: 840px) 100vw, 840px\" \/><\/p>\n<h3>Odr\u017eiva budu\u0107nost zahteva odlu\u010dnost<\/h3>\n<p><a href=\"https:\/\/balkangreenenergynews.com\/rs\/srbija-objavila-detalje-za-izbor-strateskog-partnera-za-1-gw-solara-uskoro-javni-poziv\/\">Vlada Srbije je usvojila uredbu za izbor strate\u0161kog partnera<\/a> za realizaciju projekta izgradnje solarnih elektrana snage 1 GW i najmanje 200 MW baterijskog skladi\u0161tenja. Ova studija pru\u017ea alat donosiocima odluka na nacionalnom, pokrajinskom i lokalnom nivou, nezavisnim stru\u010dnim institucijama, investitorima i stru\u010dnoj zajednici, koji omogu\u0107ava najbolje mogu\u0107e pozicioniranje solarnih elektrana.<\/p>\n<p>Na\u0161a studija je pokazala da Srbija ima veliki potencijal za razvoj odr\u017eivijeg energetskog sistema. Kroz saradnju sa razli\u010ditim institucijama i disciplinama, dokazali smo da postoji znanje, iskustvo i volja da se uhvatimo u ko\u0161tac sa ovim kompleksnim pitanjem. Tako\u0111e, nadamo se da \u0107e Integrisani nacionalni energetski i klimatski plan, \u010dije se usvajanje o\u010dekuje u septembru, podr\u017eati ambicioznije scenarije za razvoj obnovljivih izvora energije, zadr\u017eati one politike i mere koje idu u korak sa velikom potra\u017enju od strane projektanata, i jasno utvrditi datum za prelazak Srbije na neutralnost u pogledu emisija
