Jedan\u00a0 od glavnih razloga za gradnju novih kapaciteta za proizvodnju elektri\u010dne energije je opasnost da Srbija postane zna\u010dajniji uvoznik posle 2026. godine.<\/h2>\n<p>Namera da se tra\u017ei strate\u0161ki partner za gradnju vetroparkova navedena je u Planu razvoja energetske infrastrukture i mera energetske efikasnosti za period do 2028. sa projekcijama do 2030. godine, koji je pripremilo Ministarstvo rudarstva i energetike.<\/p>\n<p>Plan defini\u0161e osnovne pravce strate\u0161kog razvoja koji \u0107e biti osnova za izradu nove Strategije razvoja energetike Republike Srbije koja \u0107e biti predmet javne rasprave i usagla\u0161avanja u cilju njenog usvajanja do 31. decembra. Dokument, tako\u0111e, predstavlja i osnovu za dalja strate\u0161ka sagledavanja i projekcije ciljanog energetskog miksa do 2030. i 2050, u skladu sa preuzetim me\u0111unarodnim obavezama u okviru pristupnog procesa Evropskoj uniji, kao i odlukama Energetske zajednice.<\/p>\n<blockquote><p>Srbija mo\u017ee da postane zna\u010dajniji uvoznik elektri\u010dne energije u periodu nakon 2026.<\/p><\/blockquote>\n<p>U Planu se navodi da je utvr\u0111en visok rizik ka\u0161njenja u izgradnji novih elektrana koji je, kako se navodi, uzrokovan spoljnim (pandemija Kovid-19, de\u0161avanja u Ukrajini, po\u010detak \u010detvrtog perioda Sistema\u00a0 za trgovinu emisijama EU &#8211; EU ETS) i unutra\u0161njim faktorima.<\/p>\n<p>Zato je jedan od zaklju\u010daka Plana je da to ka\u0161njenje mo\u017ee prouzrokovati da Srbija u narednim godinama postane zna\u010dajniji uvoznik elektri\u010dne energije u periodu nakon 2026.\u00a0 O\u010dekivan porast industrijske proizvodnje u periodu do 2030, mo\u017ee da vodi jo\u0161 izra\u017eenijem problemu nedostatka sopstvene proizvodnje elektri\u010dne energije.<\/p>\n<p>Zbog toga je, kako pi\u0161e u Planu, potrebno pristupiti izgradnji novih elektroenergetskih proizvodnih kapaciteta.<\/p>\n<h3>Prva aktivnost je nala\u017eenje strate\u0161kog partnera za vetroparkove snage 1 GW<\/h3>\n<p>Kada je re\u010d o obnovljivim izvorima energije, navodi se da je nakon izvr\u0161ene analize projektnog portfolija EPS-a u domenu obnovljive energije utvr\u0111ena izuzetno niska spremnost ovih projekata, kao i nedostatak ljudskih kapaciteta za njihovu realizaciju.<\/p>\n<p>Zato su, kako ka\u017eu autori Plana, analizirani mogu\u0107i na\u010dini da EPS do\u0111e do projekata koji se nalaze u zna\u010dajnoj fazi zrelosti, kao i mere da se re\u0161i problem nedostatka projektnih timova unutar EPS-a.<\/p>\n<p>S tim u vezi, kako se navodi, kao prva aktivnost nakon usvajanja ovog Plana predvi\u0111ena je priprema i sprovo\u0111enje postupka izbora strate\u0161kog partnera za izgradnju, bez upravljanja i odr\u017eavanja, vetroelektrana ukupne snage 1 GW, koji \u0107e omogu\u0107iti da se istovremeno izabere iskusan upravlja\u010d projekta i izvo\u0111a\u010d radova, imaju\u0107i u vidu potrebu da se do 2030. godine obezbede ovi proizvodni kapaciteti u okviru elektroenergetskog portfelja EPS-a.<\/p>\n<blockquote><p>Privatni projekti snage 800 MW su u zreloj projektnoj fazi<\/p><\/blockquote>\n<p>U Planu se podse\u0107a na proceduru izbora strate\u0161kog partnera sa gradnju solarnih elektrana snage 1 GW, za \u0161ta su pre nekoliko dana objavljeni <a href=\"https:\/\/balkangreenenergynews.com\/rs\/srbija-objavila-detalje-za-izbor-strateskog-partnera-za-1-gw-solara-uskoro-javni-poziv\/\">detalji javnog poziva<\/a>. Ministarstvo o\u010dekuje da najkasnije do 2028. ove elektrane budu na mre\u017ei.<\/p>\n<p>Ali, razmatrane su i druge mogu\u0107nosti koje imaju za cilj obezbe\u0111ivanje dovoljnih proizvodnih kapaciteta, pa je u privatnom sektoru identifikovano vi\u0161e projekata ukupne snage oko 800 MW, koji se nalaze u zreloj projektnoj fazi.<\/p>\n<p>Njihova realizacija posmatrana je iz ugla sprovo\u0111enja aukcija, kao i mogu\u0107nosti da se isti realizuju primenom modela strate\u0161kih partnerstava, u skladu sa Zakonom o kori\u0161\u0107enju obnovljivih izvora energije, navodi se u Planu.<\/p>\n<p>Plan defini\u0161e \u010detiri prioritetna projekta: 1 GW solara, 1 GW vetra, solarnu elektranu Klenovik, snage 250 MW, i <a href=\"https:\/\/balkangreenenergynews.com\/rs\/tomasevic-eps-vetropark-kostolac-bice-pusten-u-rad-najkasnije-za-26-meseci\/\">vetropark Kostolac<\/a>, snage 66 MW.<\/p>\n<h3>Bez novih termoelektrana<\/h3>\n<p>U Planu se ne navodi da je planirana gradnja novih termoelektrana, ali pi\u0161e da \u0107e nastaviti da rade i posle 2030, pa je potrebno obezbediti nove ugljenokope.<\/p>\n<p>U oblasti proizvodnje elektri\u010dne energije, osnovni cilj je obezbe\u0111ivanje energetske nezavisnosti elektroenergetskog sektora odnosno baziranje proizvodnje dominantno na onim izvorima \u010dije se sirovine mogu obezbediti bez stvaranja uvozne zavisnosti, pi\u0161e u Planu.<\/p>\n<p>Kada je re\u010d o novih hidroelektranama, tu su reverzibilne hidroelektrane <a href=\"https:\/\/balkangreenenergynews.com\/rs\/srbija-zainteresovana-da-japanska-agencija-jica-finansira-gradnju-rhe-bistrica\/\">Bistrica<\/a>, snage 628 MW, i <a href=\"https:\/\/balkangreenenergynews.com\/rs\/mihajlovic-pripremaju-se-projekti-za-djerdap-3-i-bistricu\/\">\u0110erdap 3<\/a>, snage 1.800 MW, kao i projekat Gornja Drina sa HE Buk Bijela, Fo\u010da i Paunci ukupne snage 212 MW.<\/p>\n<h3>Distributivni gubici da se smanje na osam odsto<\/h3>\n<p>Kada je re\u010d o prenosnoj mre\u017ei, klju\u010dan cilj je stvaranje uslova za \u0161to ve\u0107u fleksibilnost sistema, \u0161to \u0107e se ostvariti pove\u0107anjem za pribli\u017eno 75 odsto interkonektivnih kapaciteta, pi\u0161e u Planu. Realizacijom projekata u prenosnom sistemu \u0107e se, tako\u0111e, omogu\u0107iti i potencijalna integracija ve\u0107e instalisane snage i elektri\u010dne energije iz obnovljivih\u00a0izvora.<\/p>\n<p>U domenu distributivne mre\u017ee, osnovni cilj je redukcija\u00a0gubitaka u distributivnoj mre\u017ei do 2030. na osam odsto sa sada\u0161njih 11 do 13 odsto na godi\u0161njem nivou, pri \u010demu u nekim delovima zemlje ovi gubici idu i na vi\u0161e od 25 odsto, navodi se u Planu.<\/p>\n<p>U oblasti energetske efikasnosti, mere i aktivnosti\u00a0predvi\u0111ene ovim dokumentom trebalo bi da obezbede\u00a0u\u0161tede od pribli\u017eno 3-4 TWh na godi\u0161njem nivou, pri\u00a0\u010demu \u0107e najve\u0107e u\u0161tede biti ostvarene u domenu toplotne\u00a0energije.<\/p>\n<p>Projektovani udeo elektri\u010dnih vozila u prodaji novih vozila 2030. trebalo bi da iznosi 15 odsto, isti\u010de se u
