To zna\u010di da se ovaj pove\u0107ani instalisani kapacitet vetroelektrana mo\u017ee prihvatiti i bez najavljene gradnje reverzibilne hidroelektrane (RHE) Bistrica.<\/h2>\n<h3>Rad elektroenergetskog sistema sa visokim udelom OIE<\/h3>\n<p>Da bi se obezbedilo sigurno snabdevanje elektri\u010dnom energijom potrebno je planirati optimalan rad elektroenergetskog sistema (EES) i upravljati velikim brojem aktivnosti u realnom vremenu. Od celog skupa aktivnosti u javnosti se najvi\u0161e govori o balansiranju i tome da li sistem Srbije mo\u017ee da se izbori sa dodatnim intermitentnim kapacitetima OIE poput proizvodnje iz vetroelektrana.<\/p>\n<p>S tim u vezi, po\u010detkom 2021. godine sam napisao rad <a href=\"https:\/\/doi.ub.kg.ac.rs\/2022\/10-46793-eee22-3-16j\/\">Anga\u017eovanje generatora i potrebe balansnih rezervi u prisustvu intermitentnih OIE: Studija slu\u010daja elektroenergetskog sistema Srbije<\/a>, koji ima za cilj da pojasni kako radi EES Srbije i koje elektrane bi obezbedile balansiranje 1.865 MW kapaciteta vetroelektrana u odnosu na sada\u0161njih 373 MW koliko je priklju\u010dno na prenosni sistem. Rad je predstavljen juna 2022. godine na 37. Me\u0111unarodnom savetovanju &#8222;Energetika 2022&#8220; i 15. decembra ove godine je zvani\u010dno objavljen u \u010dasopisu &#8222;Energija, ekonomija, ekologija\u201c.<\/p>\n<p>Pre nego \u0161to pre\u0111emo na metodologiju i rezultate rada, treba razjasniti \u0161ta predstavlja bilansiranje a \u0161ta balansiranje.<\/p>\n<p>Pretpostavimo da je ceo EES Srbije jedan rezervoar vode u koji stalno ima priliva i odliva, pri \u010demu nivo vode mora uvek ostati isti. O\u010digledno je da \u0107e nivo vode u rezervoaru rasti u slu\u010daju da neplanirano poraste priliv vode uz nepromenjen odliv. Kako bi rezervoar uvek ostao na istom nivou, potrebne su dodatne pomo\u0107ne aktivnosti.<\/p>\n<p>Ovaj primer se preslikava na elektroenergetiku tako \u0161to priliv i odliv treba zameniti proizvodnjom i potro\u0161njom elektri\u010dne energije (bilansiranje), a nivo rezervoara frekvencijom od 50 Hz pri kome elektroenergetski sistem radi stabilno (balansiranje).<\/p>\n<blockquote><p>Bilans i balans su dve neodvojive i razli\u010dite aktivnosti<\/p><\/blockquote>\n<p>Bilansiranje se vezuje za podmirivanje potrebe za elektri\u010dnom energijom. U svakom trenutku treba anga\u017eovati dovoljan skup generatora kako bi se proizvodnja izjedna\u010dila sa potro\u0161nom. Ove dve veli\u010dine ne mogu da budu u potpunosti izjedna\u010dene jer su promenljive u vremenu, pa \u0107e proizvodnja nekada biti ve\u0107a i sistem \u0107e raditi sa frekvencijom ve\u0107om od 50 Hz, i obrnuto. Iz tog razloga sistemu su potrebne pomo\u0107ne aktivnosti koje se ti\u010du regulacije u\u010destanosti ili dobro poznato balansiranje.<\/p>\n<p>Balansiranje se vezuje za obezbe\u0111ivanje dovoljne rezerve snage i elektri\u010dne energije kako bi se izjedna\u010dio nivo proizvodnje i potro\u0161nje. Uzroci zbog kojih mo\u017ee do\u0107i do neujedna\u010denog nivoa ove dve veli\u010dine, ili debalansa, su vezani za faktore poput: promene u radu anga\u017eovanih generatora,\u00a0 prognozu potro\u0161nje, proizvodnju vetroelektrana, i ostalo.<\/p>\n<p>Balansnu rezervu \u010dine elektrane koje su van pogona ili u pogonu i koje imaju mogu\u0107nost da promene svoju proizvodnju u zavisnosti od potrebe. Prema vremenu aktivacije i koli\u010dine snage, balansna rezerva se mo\u017ee podeliti na primarnu koja se najbr\u017ee aktivira, sekundarnu koja ima vreme aktivacije do 15 minuta i tercijarnu koja zamenjuje sekundarnu nakon 30 minuta od nastanka debalansa u sistemu. U nastavku se fokusiramo na sekundarnu i tercijarnu rezervu.<\/p>\n<h3>Kratak opis modela studije slu\u010daja EES Srbije<\/h3>\n<p>U radu je razvijen matemati\u010dki model koji vr\u0161i optimizaciju rada 62 generatora iz 21 elektrane koje su u vlasni\u0161tvu Elektroprivrede Srbije (EPS) u periodu od 24 sata. Za razliku od komercijalnih modela koji se uglavnom koriste u svrhe planiranja od strane operatera prenosnih sistema, razvijen model koristi profil proizvodnje vetroelektrana i potro\u0161nje kao ulazni podatak, a proizvodnja hidroelektrana (HE) je rezultat optimizacije.<\/p>\n<p>Modeliranje rada HE je od klju\u010dnog zna\u010daja za EES Srbije jer se ti kapaciteti zbog svoje fleksibilnosti i brzine promene proizvodnje najvi\u0161e koriste pri balansiranju.<\/p>\n<p>Kao referentan primer obra\u0111en je dan 29. januar 2022. godine kada su vetroelektrane proizvodile svoj maksimum tokom jutarnjih sati sve dok nisu na trenutak stale tokom popodneva. U slu\u010daju da prognoza proizvodnje vetroelektrana dosta odstupa od stvarne realizacije, sistem se mo\u017ee dovesti u nestabilan rad. Pored ove karakteristike, primer je dodatno interesantan za proveru rada sistema jer se radi o suboti kada je potro\u0161nja manja i manje fleksibilne termoelektrane (TE) tokom zime moraju konstantno da rade zbog snabdevanja topotom daljinskog grejanja stanovni\u0161tva.<\/p>\n<p>Slu\u010daj postaje kompleksniji sa pet puta ve\u0107om penetracijom vetroelektrana. Radi verodostojnosti modela, dobijen profil proizvodnje svih HE (grafik sive boje) je upore\u0111en sa realnom proizvodnjom koja je preuzeta sa sajta Energy Flux 29. januara 2022. godine (grafik plave boje).<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-54601 aligncenter\" src=\"https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2022\/12\/nenad-jovanovic-ldk-balansiranje-oie-studija-slucaja.png\" alt=\"nenad jovanovic ldk balansiranje oie studija slucaja\" width=\"369\" height=\"365\" srcset=\"https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2022\/12\/nenad-jovanovic-ldk-balansiranje-oie-studija-slucaja.png 369w, https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2022\/12\/nenad-jovanovic-ldk-balansiranje-oie-studija-slucaja-300x297.png 300w\" sizes=\"auto, (max-width: 369px) 100vw, 369px\" \/><\/p>\n<h3>Koje elektrane bi balansirale sistem sa visokim udelom OIE<\/h3>\n<p>Trenutna balansna rezerva, koja uklju\u010duje sekundarnu i tercijarnu rezervu, je u okviru kontrolnog bloka Srbije, Crne Gore i Makedonije dimenzionirana na 380 MW za EES Srbije. Za primer odra\u0111ene studije sa visokim udelom OIE, uzeta je vrednost od maksimalnih 631 MW koja mora biti na raspolaganju.<\/p>\n<p>U sekundarnoj rezervi mogu raditi isklju\u010divo slede\u0107e elektrane: HE \u0110erdap 1, HE Bistrica, HE Bajina Ba\u0161ta, RHE Bajina Ba\u0161ta i \u010detiri bloka TE Nikola Tesla A3-A6. Potrebe tercijarne rezerve mogu da pru\u017ee sve elektrane u sistemu bilo da su u re\u017eimu rada ili ne. Rad prenosne mre\u017ee je pretpostavljen kao optimalan, \u0161to zna\u010di da \u0107e Elektromre\u017ea Srbije (EMS) izvr\u0161iti sve potrebne intervencije na mre\u017ei kako bi se dodatne vetroelektrane nesmetano priklju\u010dile.<\/p>\n<blockquote><p>Vetroparkovi bi imali znatan uticaj na rad generatora u jutarnjim satima<\/p><\/blockquote>\n<p>Profil proizvodnje vetroelektrana kapaciteta 1.865 MW imao bi znatan uticaj na rad tradicionalnih generatora u jutarnjim satima kada opada potro\u0161nja. Tada ve\u0107ina generatora HE ne proizvode ili znatno smanjuju svoju proizvodnju, a TE rade blizu tehni\u010dkog minimumima.<\/p>\n<p>Slede\u0107i grafik prikazuje rezultat bilansiranja sistema tokom 24 sata pri potencijalnom visokom udelu OIE koji je baziran na primeru potro\u0161nje elektri\u010dne energije u Srbiji 29. januara 2022. godine. Potrebne sekundarne balansne rezerve podmiruju HE \u0110erdap 1 i HE Bajina Ba\u0161ta, za smer navi\u0161e i nani\u017ee. Tako\u0111e, tercijarne rezerve navi\u0161e su podmirene hidroelektranama.<\/p>\n<p>Me\u0111utim, za potrebe tercijarne rezerve nani\u017ee u jutarnjim satima, HE ne mogu samostalno da pokriju smer nadole jer je njihova proizvodnja dodatno potisnuta na minimalan rad. U prvih par sati rezervisana je dodatna raspolo\u017eiva snaga generatora TE Nikola Tesla B2, TE Kostolac A1-A2 i B1-B2. Ostala 4 generatora TE su radili blizu tehni\u010dkog minimuma u jutarnjom satima i ne mogu da pru\u017ee uslugu balansiranja sistema nadole dodatnim smanjenjem proizvodnje elektri\u010dne energije.<\/p>\n<p>Zanimljivo je ista\u0107i da je u ovom primeru sistem balansiran bez postoje\u0107e reverzibilne HE Bajina Ba\u0161ta koja mo\u017ee da odigra veliku ulogu u o\u010duvanju stabilnosti sistema. Tako\u0111e, u tre\u0107em satu (na grafiku vreme p3), udeo vetroelektrana dostigao je \u010dak 38,54% od ukupne proizvodnje elektri\u010dne
