U njemu je istaknuto da e-otpad zaga\u0111uje i ugro\u017eava zdravlje i \u017eivotnu sredinu kada se nepropisno obra\u0111uje i zavr\u0161ava na deponijama.<\/h2>\n<p>Dostupnost elektri\u010dnog i elektronskog otpada, za koji se koristi akronim EEE, vodi neodr\u017eivim modelima proizvodnje, potro\u0161nje i odlaganja, zaklju\u010deno je u dokumentu <a href=\"https:\/\/ewastemonitor.info\/\">Global E-waste Monitor 2020.<\/a> Autori izve\u0161taja ukazali su na sporost u uvo\u0111enju prikupljanja i recikla\u017ee, prekomerno iskori\u0161\u0107avanje resursa, ispu\u0161tanje gasova s efektom staklene ba\u0161te i osloba\u0111anje otrovnih materija pri neformalnoj obradi. E-otpad ili WEEE nosi rizik za zdravlje i zaga\u0111uje okolinu, u \u010demu su va\u017eni \u010dinioci odlaganje na deponije i ilegalni transport.<\/p>\n<p>&nbsp;<\/p>\n<p>Pro\u0161le godine je bilo 78 zemalja koje su odredile svoju politiku za taj sektor i usvojile zakone ili propise, u pore\u0111enju sa 61 zemljom 2014. godine. Ova grupa dr\u017eava obuhvata 71 odsto svetskog stanovni\u0161tva. Me\u0111utim, koli\u010dina otpada u okviru kategorija koje su obuhva\u0107ene istra\u017eivanjem pove\u0107ava se br\u017ee od obima zvani\u010dno recikliranog materijala, \u0161to pokazuje da je izazov sve ozbiljniji.<\/p>\n<p>Relativno niske stope sakupljanja i recikliranja bele\u017ee se \u010dak i u zemljama koje imaju razvijen okvir.<\/p>\n<h3>E-otpad po vrstama<\/h3>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-32507 alignright\" src=\"https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2020\/07\/E-otpad-uglavnom-deponije-zagadjuje-142x300.jpg\" alt=\"E-otpad uglavnom deponije zagadjuje\" width=\"284\" height=\"600\" srcset=\"https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2020\/07\/E-otpad-uglavnom-deponije-zagadjuje-142x300.jpg 142w, https:\/\/balkangreenenergynews.com\/rs\/wp-content\/uploads\/2020\/07\/E-otpad-uglavnom-deponije-zagadjuje.jpg 348w\" sizes=\"auto, (max-width: 284px) 100vw, 284px\" \/><\/p>\n<p>Elektri\u010dni i elektronski proizvodi sadr\u017ee strujna kola i napajanje iz struje ili baterija ili su neki njihovi delovi takvi. Tu, na primer, ulaze kuhinjski aparati, senzori, igra\u010dke i alat, kamere, ra\u010dunari i mobilni ure\u0111aji i oprema za proizvodnju struje. Sada su \u010dak i ode\u0107a i name\u0161taj opremljeni elektri\u010dnim komponentama.<\/p>\n<p>U me\u0111unarodnoj standardizaciji su pritom isklju\u010dene baterije i elektri\u010dne komponente u motornim vozilima, a Global E-waste Monitor 2020 nije ura\u010dunao solarne panele. Proizvodi se dele na \u0161est kategorija i 54 vrste predmeta:<\/p>\n<ul>\n<li><strong>Oprema za razmenu toplote<\/strong> odnosno za hla\u0111enje i zamrzavanje. Obuhvata fri\u017eidere, zamrziva\u010de, klima-ure\u0111aje i toplotne pumpe.<\/li>\n<li><strong>Ekrani i monitori.<\/strong> Me\u0111u njima su obi\u010dno televizori, monitori, laptopovi, noutbuci i tableti.<\/li>\n<li><strong>Lampe,<\/strong> na primer fluorescentne, lampe visokog intenziteta svetlosnog snopa (HID) i LED sijalice.<\/li>\n<li><strong>Velika oprema,<\/strong> kao \u0161to su ma\u0161ine za pranje, su\u0161ilice, elektri\u010dni \u0161poreti, veliki \u0161tampa\u010di, fotokopir ma\u0161ine i oprema za proizvodnju struje iz energije Sunca.<\/li>\n<li><strong>Mala oprema,<\/strong> poput usisiva\u010da, mikrotalasnih rerni, opreme za ventilaciju, tostera, elektri\u010dnih kuvala i brija\u010da, vaga, kalkulatora, radio aparata, video kamera, elektri\u010dnih i elektronskih igra\u010daka, malih elektri\u010dnih i elektronskih alatki, malih medicinskih ure\u0111aja, malih instrumenata za merenje i kontrolu.<\/li>\n<li><strong>Mala oprema za telekomunikacije i informacione tehnologije:<\/strong> tipi\u010dni proizvodi su <a href=\"https:\/\/balkangreenenergynews.com\/rs\/univerzalni-mobilni-punjac-verovatno-postaje-obavezan-u-eu\/\">mobilni telefoni,<\/a> GPS ure\u0111aji za pozicioniranje, ruteri, li\u010dni ra\u010dunari, \u0161tampa\u010di i telefoni.<\/li>\n<\/ul>\n<h3>Ka univerzalnom pristupu uz pomo\u0107 kvalitetnih podataka<\/h3>\n<p>Me\u0111unarodne institucije koje su u\u010destvovale u istra\u017eivanju pozivaju na razvoj infrastrukture za recikliranje i odre\u0111ivanje jasne politike na osnovu kvalitetnih podataka. Njihovi predstavnici ka\u017eu da e-otpad i njegovo zbrinjavanje treba da se urede tako da on ne zaga\u0111uje i ne \u0161kodi zdravlju. Saop\u0161tile su da bi sveobuhvatni globalni prikaz i zajedni\u010dki pristup doprineli kontrolisanju prekograni\u010dnog transporta i zaustavljanju protivzakonite trgovine u toj oblasti.<\/p>\n<p>Za izradu izve\u0161taja zaslu\u017eni su Univerzitet Ujedinjenih nacija (UNU) i Institut UN-a za obuku i istra\u017eivanje (UNITAR), Me\u0111unarodna telekomunikaciona unija (ITU) i Me\u0111unarodna asocijacija za \u010dvrsti otpad (ISWA), a doprineli su i Svetska zdravstvena organizacija (SZO) i nema\u010dko Ministarstvo za ekonomsku saradnju i razvoj (BMZ), kojeg predstavlja Deutsche Gesellschaft f\u00fcr Internationale Zusammenarbeit (GIZ).<\/p>\n<p>Njihove inicijative su usmerene na postizanje ciljeva odr\u017eivog razvoja za 2030. godinu. To su odeljak 11.6 \u2013 smanjenje nepovoljnog uticaja gradova po glavi stanovnika, 12.4 \u2013 upravljanje hemikalijama i svim otpadom tokom celog ciklusa tako da se ne ugro\u017eava \u017eivotna sredina, i 12.5 \u2013 stvaranje manje otpada putem prevencije, smanjivanja, popravki, recikliranja i ponovne upotrebe.<\/p>\n<h3>Zaostajanje u delatnosti recikla\u017ee<\/h3>\n<p>2018. godine konferencija Me\u0111unarodne telekomunikacione unije postavila je cilj da se postigne stopa recikla\u017ee od 30 procenata do 2023. godine. Pro\u0161le godine je dokumentovanog e-otpada, onog koji se propisno sakuplja i reciklira, bilo samo 17,4 odsto.<\/p>\n<p>U svetu je 2019. godine generisano 53,6 miliona metri\u010dkih tona e-otpada, a zvani\u010dno je reciklirano 9,3 miliona. Te dve brojke su od 2014. porasle za 9,2 miliona odnosno 1,8 miliona metri\u010dkih tona, \u0161to nagla\u0161ava rastu\u0107i jaz kada se gledaju ukupne koli\u010dine.<\/p>\n<blockquote><p>Obim e-otpada je od 2014. narastao za 9,2 miliona metri\u010dkih tona, u pore\u0111enju s uve\u0107anjem koli\u010dine recikliranog materijala za samo 1,8 miliona<\/p><\/blockquote>\n<p>\u0160tavi\u0161e, ukupna masa potro\u0161ene elektri\u010dne i elektronske opreme se sada svake godine prose\u010dno pove\u0107ava za dva i po miliona metri\u010dkih tona. Ona \u0107e, po projekcijama, 2030. godine dosti\u0107i 74,7 miliona.<\/p>\n<p>Kada e-otpad posmatramo po stanovniku, trenutna godi\u0161nja koli\u010dina je 7,3 kilograma i to ilustruje koliko on zaga\u0111uje \u017eivotnu sredinu i ugro\u017eava zdravlje. Evropa je na prvom mestu po masi generisanog otpada po \u010doveku, sa 16,2 kilograma, ali i po stopi recikla\u017ee: 42,5 odsto, \u010dime ubedljivo prednja\u010di pred ostalim regionima.<\/p>\n<h3>Sumnjive prekograni\u010dne isporuke<\/h3>\n<p>Izme\u0111u sedam i 20 procenata odba\u010denih proizvoda iz ove kategorije prelazi me\u0111unarodne granice, a obi\u010dno ide iz bogatijih ka siroma\u0161nijim zemljama radi prepravljanja ili ilegalno.<\/p>\n<p>&#8222;Ve\u0107ina nedokumentovanog doma\u0107eg i komercijalnog e-otpada verovatno se me\u0161a s drugim tokovima otpada, poput plastike ili metala. To zna\u010di da se mo\u017eda recikliraju delovi s kojima je to lako uraditi, ali \u010desto u lo\u0161ijim uslovima, bez mera za za\u0161titu od zaga\u0111enja, i da se ne izdvajaju svi vredni materijali. Stoga takvo recikliranje nije po\u017eeljno&#8220;, navodi se u izve\u0161taju.<\/p>\n<h3>E-otpad zaga\u0111uje i uti\u010de na zdravlje kada se reciklira mimo ure\u0111enih sistema<\/h3>\n<p>Neformalni sektor je izlo\u017een otrovnim hemikalijama kao \u0161to su \u017eiva, kiselina, dioksini, bromirani retardanti plamena (BFR) i hlorofluorougljenici (CFC) i hidrohlorofluorougljenici (HCFC). Poslednje dve vrste su rashla\u0111iva\u010di i gasovi s efektom staklene ba\u0161te.<\/p>\n<blockquote><p>Od 82,6 odsto otpada koji nije dokumentovan, ogromne koli\u010dine odlaze u siroma\u0161ne zemlje i prera\u0111uju se u improvizovanim uslovima, \u0161to radnike i lokalne zajednice izla\u017ee toksi\u010dnim materijama<\/p><\/blockquote>\n<p>E-otpad sadr\u017ei supstance koje mogu ozbiljno da ugroze ljude koji njime rukuju i zaga\u0111uje \u017eivotnu sredinu ukoliko se njime propisno ne upravlja. Studije uzete u obzir pri sastavljanju izve\u0161taja pokazale su da mo\u017ee da do\u0111e do komplikacija pri ro\u0111enju i pote\u0161ko\u0107a u u\u010denju, promena tokom razvoja neurosistema, o\u0161te\u0107enja DNK, efekata nepovoljnih po kardiovaskularni i respiratorni sistem, uticaja na imunitet, ko\u017enih bolesti, gubitka sluha i kancera.
