{"id":17734,"date":"2018-06-01T17:08:31","date_gmt":"2018-06-01T15:08:31","guid":{"rendered":"https:\/\/balkangreenenergynews.com\/rs\/?p=17734"},"modified":"2020-10-30T14:08:33","modified_gmt":"2020-10-30T13:08:33","slug":"coolheating-u-sapcu-koriscenje-biomase-za-daljinsko-grejanje","status":"publish","type":"post","link":"https:\/\/balkangreenenergynews.com\/rs\/coolheating-u-sapcu-koriscenje-biomase-za-daljinsko-grejanje\/","title":{"rendered":"CoolHeating u \u0160apcu &#8211; kori\u0161\u0107enje biomase za daljinsko grejanje"},"content":{"rendered":"<h2>Elektrotehni\u010dki fakultet Univerziteta u Beogradu zajedno sa partnerima u okviru projekta &#8222;CoolHeating&#8220; zavr\u0161io je prethodne studije izvodljivosti za dva investiciona projekta malih modularnih sistema daljinskog grejanja iz obnovljivih izvora enegije (OIE) u gradu \u0160apcu: &#8222;Letnjikovac&#8220; &#8211; kori\u0161\u0107enja biomase u prigradskom podru\u010dju i &#8222;Nova Toplana&#8220; &#8211; kori\u0161\u0107enja biomase u urbanim sredinama.<\/h2>\n<h3><span style=\"\">O projektu CoolHeating<\/span><\/h3>\n<p>Cilj projekta je podr\u0161ka razvoju tr\u017ei\u0161ta malih modularnih sistema za grejanje i hla\u0111enje na bazi OIE u gradovima i op\u0161tinama jugoisto\u010dne Evrope. Dostizanje ovog cilja u konkretnom projektu bi\u0107e ostvareno kroz transfer znanja i zajedni\u010dke aktivnosti partnera iz dr\u017eava u kojima postoje dobri primeri iz prakse (Austrija, Danska i Nema\u010dka) i dr\u017eava koje nisu dostigle visok nivo razvoja u ovoj oblasti (Hrvatska, Slovenija, Makedonija, Bosna i Hercegovina i\u00a0 Srbija).<\/p>\n<p>Krajnji rezultat bi\u0107e dovo\u0111enje projekata malih modularnih sistema daljinskog grejanja i hla\u0111enja na OIE u predinvesticionu fazu u pet fokus gradova i o\u0161tina. Aktivnosti projeka odvijaju se u nekoliko gradova i o\u0161tina u regiji jugoisto\u010dne Evrope: Grad Ozalj (Hrvatska), op\u0161tina Ljutomer (Slovenija), op\u0161tina Visoko (Bosna i Hercegovina), op\u0161tina Karpo\u0161 (Makedonija), i Grad \u0160abac (Republika Srbija).<\/p>\n<h3><span style=\"\">\u0160ta su mali modularni sistemi daljinskog grejanja i hla\u0111enja?<\/span><\/h3>\n<p>Mali modularni sistemi daljinskog grejanja i hla\u0111enja baziraju se na razli\u010ditim izvorima energije, uklju\u010duju\u0107i solarne kolektore, biomasu, vi\u0161kove energije (npr. iz industrijskih procesa ili iz biogasne elektrane koja se ve\u0107 ne koristi). Posebno je interesantna kombinacija solarne energije i biomase jer obezbe\u0111uje sigurnost snabdevanja, cenovnu stabilnost, lokalni ekonomski razvoj i zapo\u0161ljavanje u seoskim sredinama.<\/p>\n<p>Sa druge strane, ova kombinacija je interesantna jer kod solarne energije nema goriva, a biomasa mo\u017ee da se skladi\u0161ti i koristi tokom zimskih meseci kada ima manje sun\u010deve energije. U tom slu\u010daju skladi\u0161te je najva\u017eniji deo sistema grejanja. Pove\u0107avanje udela varijabilnih obnovljivih izvora elektri\u010dne energije pra\u0107eno je konverzijom elektri\u010dne u toplotnu enegiju preko toplotnih pumpi\u00a0 i dodatni je izvor fleksibilnosti ovakvih sistema koji se povezuju na elektroenergetski sistem.<\/p>\n<h3><span style=\"\">\u201cLetnjikovac\u201d<\/span><\/h3>\n<p>Investicioni projekat &#8222;Letnjikovac&#8220; sastoji se od kotla na biomasu od 1.500 kW, kotla na mazut od 3.500 kW, sa ukupnom proizvodnjom od 4.274 MWh toplote, i rezervoara za skladi\u0161tenje toplote od 60 kubnih metara. Predvi\u0111eno je povezivanje oko 250 novih kupaca na novoizgra\u0111eni distributivni toplovod du\u017eine oko 7.656 metara.<br \/>\nUkupni investicioni tro\u0161kovi su oko 250 miliona dinara uz u\u010de\u0161\u0107e razli\u010ditih aktera:<\/p>\n<p>&#8211; gra\u0111ana, kroz ulaganja fizi\u010dkih i pravnih lica od 43.660.000 dinara, i kroz pla\u0107anje naknade za priklju\u010denje od 59.000 do 590.000 dinara uz mogu\u0107nost vlasni\u0161tva potro\u0161a\u010da i formiranja energetske zadruge,<\/p>\n<p>&#8211; lokalne samouprave kao regulatora i kroz davanje garancije za kreditnu liniju u iznosu od 1.450.000 evra, i<\/p>\n<p>&#8211; bespovratnih sredstava obezbe\u0111enih na nacionalnom nivou od 14.750.000 dinara.<\/p>\n<p>Za minimalnu profitabilnost projekta i internu stopu prinosa od 8,76 odsto izra\u010dunata je prose\u010dna godi\u0161nja cena od oko 120.000 dinara za prose\u010dno doma\u0107instvo. Ugovori bi bili potpisani na minimum 15 godina (2019-2033), a \u0161to je dovoljno obzirom na vreme otplate investicije (9,05 godina). Dru\u0161tveno-ekonomske koristi su pove\u0107anje kvaliteta \u017eivota kroz \u010distiji vazduh, bolji komfor, i stvaranje ekonomskih mogu\u0107nosti na lokalnom nivou kroz izbegnute ekonomske gubitke se\u010dom \u0161uma i kori\u0161\u0107enjem kvalitetne biomase na neefikasan na\u010din sa godi\u0161njim tro\u0161kovima od oko 40 miliona dinara.<\/p>\n<h3><span style=\"\">&#8222;Nova Toplana&#8220;<\/span><\/h3>\n<p>Investicioni projekat &#8222;Nova Toplana&#8220; sastoji se od tri nova kotla na biomasu sa po 4,5 MW, postoje\u0107ih kotlova na prirodni gas do 35 MW, sa ukupnom proizvodnjom od oko 62.000 MWh toplote, i rezervoara za skladi\u0161tenje toplote od 200 m\u00b3. Nije potrebno priklju\u010denje novih kupaca (oko 7.500 pojedina\u010dnih potro\u0161a\u010da ve\u0107 je priklju\u010deno), niti izgradnja distributivne mre\u017ee, ali je potrbno produ\u017eiti prenosnu toplovodnu mre\u017eu i to u du\u017eini od 2.240 metara. Ukupni investicioni tro\u0161kovi iznose oko 850 miliona dinara, uz u\u010de\u0161\u0107e razli\u010ditih aktera:<\/p>\n<p>&#8211; privatnog investitora, finansijera, kroz investiranje od oko 260 miliona dinara,<\/p>\n<p>&#8211; lokalne samouprave kroz davanje garancije za kreditnu liniju u iznosu od 590 miliona dinara, i<\/p>\n<p>&#8211; nacionalnog regulatora kroz davanje potrebnih saglasnosti.<\/p>\n<p>Cena toplote odre\u0111ena je na osnovu smanjene prose\u010dne godi\u0161nje cene za prose\u010dno doma\u0107instvo od oko 50.000 dinara na osnovu ugovora na deset godina (2019-2029), zadr\u017eavaju\u0107i vrlo atraktivnu internu stopu povra\u0107aja investicije od 37 odsto i vrlo kratko vreme otplate (2,69 godine).<\/p>\n<p>Dru\u0161tveno-ekonomske koristi, osim smanjene cene energije za gra\u0111ane, su smanjenje nacionalnih emisija ekvivalentnog ugljendioksida od 7.540 tona i pove\u0107ana energetska sigurnost zbog smanjene zavisnosti od uvoza prirodnog gasa, uz smanjenje tro\u0161ka od oko 188 miliona dinara godi\u0161nje.<\/p>\n<p>Tako\u0111e, korisno za lokalni ekonomski razvoj bi\u0107e i skladi\u0161te biomase koje pokriva do 90 dana godi\u0161nje potro\u0161nje, koja iznosi 13.000 tona, kojim bi se moglo uspostaviti tr\u017ei\u0161te biomase na regionalnom nivou vrednosti od milion dinara. Osim toga, pokre\u0107e se i ekonomska aktivnost u sektoru snabdevanja biomasom.<\/p>\n<h3><span style=\"\">Energetska tranzicija u sektoru grejanja<\/span><\/h3>\n<p>Dr Ilija Batas Bjeli\u0107, nau\u010dni saradnik Elektrotehni\u010dkog fakulteta Univerziteta u Beogradu koji je direktno uklju\u010den u izradu studija, ka\u017ee da je od samog po\u010detka projekta postojala dilema da li da se zajedno sa partnerima iz \u0160apca opredele za manje prigradsko postrojenje, i pokrenu projekat od nule prvi put u na\u0161oj zemlji, ili da poku\u0161aju da re\u0161e projektni zadatak na nivou gradske toplane, kakvih je u Srbiji 66.<\/p>\n<p>\u201cAli, na kraju smo se ipak odlu\u010dili za oba i pripremili prethodne studije izvodljivosti. Sada je potrebno da zajedno sa svim akterima, gra\u0111anima, lokalnom samoupravom, potencijalnim investitorima, izvo\u0111a\u010dima radova, bankama i proizvo\u0111a\u010dima opreme radimo na potpisivanju obavezuju\u0107ih pisama o namerama i idemo ka pripremi tendera za realizaciju ovih investicija.
