{"id":11385,"date":"2017-02-15T20:58:46","date_gmt":"2017-02-15T19:58:46","guid":{"rendered":"http:\/\/balkangreenenergynews.com\/rs\/?p=11385"},"modified":"2018-12-07T15:16:27","modified_gmt":"2018-12-07T14:16:27","slug":"rumunija-da-usaglasi-propise-o-upravljanju-otpadom-sa-eu","status":"publish","type":"post","link":"https:\/\/balkangreenenergynews.com\/rs\/rumunija-da-usaglasi-propise-o-upravljanju-otpadom-sa-eu\/","title":{"rendered":"Rumunija da usaglasi propise o upravljanju otpadom sa EU"},"content":{"rendered":"<h2>Kako bi ispunila ciljeve iz Sporazuma o pristupanju Evropskoj uniji (EU), Rumunija mora da usaglasi propise o upravljanju otpadom i otpadnim vodama sa EU.<\/h2>\n<p>Kako su krajnji rokovi za ispunjavanje ovih ciljeva sve bli\u017ei, problem sa otpadom i otpadnim vodama prepoznat je kao jedan od glavnih izazova sa kojima se Rumunija suo\u010dava. Ovo je objavljeno u izve\u0161taju Evropske komisije (EIR) koji se bavi sprovo\u0111enjem mera za\u0161tite \u017eivotne sredine u ovoj dr\u017eavi.<\/p>\n<p>Rumunija je zna\u010dajno napredovala kada je u pitanju za\u0161tita \u017eivotne sredine od njenog prijema u EU 2007. godine, navodi se izme\u0111u ostalog u izve\u0161taju. Me\u0111utim, ono \u0161to za ovu zemlju predstavlja izazov je sprovo\u0111enje zakona koji odra\u017eavaju ono \u0161to je u oblasti za\u0161tite \u017eivotne sredine dogovoreno na nivou EU na terenu. To je uglavnom posledica nedostatka planiranja, koordinacije i odgovarajuc\u0301ih sredstava.<\/p>\n<p>Nedovoljna primena zakona naro\u010dito je problemati\u010dna kada je u pitanju upravljanje otpadom i tretman otpadnih voda. Ostali izazovi sa kojima se Rumunija suo\u010dava su nedovoljna koordinacija i administrativni kapaciteti organa i agencija uklju\u010denih u sprovo\u0111enje propisa EU. Ovo se posebno odnosi na upravljanje otpadom i otpadnim vodama, kao i na za\u0161titu i upravljanje lokalitetima obuhva\u0107enim mre\u017eom Natura 2000.<\/p>\n<p>U izve\u0161taju se navodi i da bi Rumunija mogla da ima bolje rezultate u organizaciji najboljih re\u0161enja u sveobuhvatne i realisti\u010dne planove upravljanja otpadom i prevencije uz uklju\u010divanje javnosti, kao i u uklanjanju \u00a0prepreka kada je re\u010d o ciljanom kori\u0161c\u0301enju fondova EU za podr\u0161ku ispunjenja zahteva. Osim toga, Rumunija bi trebalo da iskoristiti naredni ciklus upravljanja re\u010dnim slivom za pobolj\u0161anje mre\u017ee monitoringa i metoda procene stanja voda.<\/p>\n<p>Kada je re\u010d o eko-inovacijama, Evropska komisija konstatuje da izvoz malih i srednjih preduze\u0107a mo\u017ee da bude pove\u0107an zahvaljuju\u0107i ve\u0107oj podr\u0161ci dr\u017eave i promovisanju efikasnosti resursa. Predla\u017ee se i da dr\u017eava obezbedi strate\u0161ku i dugoro\u010dnu politiku uz intergrisani pristup kako bi se odr\u017eivi razvoj uveo u glavne tokove, kao i rad na konkretnim aktivnostima na nacionalnom i lokalnom nivou kako bi se iskoristili fondovi EU i ulagalo u odr\u017eiva re\u0161enja.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Kako bi ispunila ciljeve iz
